as its Intermediate Range General Plan Goals and .

I. GENERAL GOALS AND POLICIES
GOAL:
A. Establish.
a sphere of influence around the-City to define an ultimate
urban. area and a correlated optimum population sizes of approximately
10,000' 90A00 p ersons in, order to ° insure the - preservation of the
quality of life in Petaluma desired by her citizens and to insure the
future of Petaluma as separate and 'distinct urban community.
POLICIES.
1. The City ty shall recognize three distinct types of land :uses :,with`n its
sphere of influence,: .
a. An urbanized area - represented by. existing 'developed and cu
rent ly developing areas.
b. An urban reserve, -an area between the permanent open -space
frame and .the developed urban area to provide land for planned
growth of the City. This area shall: .
(1) contain enough. land to accommodate the •planned, growth of
Petal,uma. through the remainder of this .,century at expected
densities with enough margin to avd'id the creation of
artificial scarcity or the, elimination of choice.-
(2) Remain 'in agricultural, open- space; or very low density uses
until, transferred the area for urban development. by
subsequent modifications to. ;the intermediate -range plans
(Environmental Design Plan) of the City of Petaluma.
(3 Conversion of the urban "reserve 'area, ,shall proceed" in an
orderly manner outward from exist -ing limits of urbani-

c. Permanent Open-space frame -shall be maintained .surrounding the

GOAL:
