HomeMy WebLinkAboutResolution 2023-017 N.C.S. 02/06/2023 DocuSign Envelope ID: EE6E50BF-D809-4429-8528-A350C6ADAB85 Resolution No. 2023-017 N.C.S. of the City of Petaluma, California AUTHORIZING STAFF TO SUBMIT A GRANT APPLICATION FOR THE CORONA ROAD SMART STATION/NORTH MCDOWELL SPECIFIC PLAN IN THE AMOUNT OF $1,200,000 IN RESPONSE TO THE METROPOLITAN TRANSPORTATION COMMISSION'S (MTC'S) PRIORITY DEVELOPMENT AREA(PDA) GRANT CALL FOR PROJECTS AND, SHOULD FUNDING BE AWARDED,AUTHORIZING THE CITY MANAGER OR HER DESIGNEE TO EXECUTE ALL DOCUMENTS NECESSARY TO ACCEPT THE METROPOLITAN TRANSPORTATION COMMISSION GRANT IN THE AMOUNT UP TO $1,200,000 FOR THE DEVELOPMENT OF A SPECIFIC PLAN FOR THE CORONA ROAD SMART STATION PDA WHEREAS, on December 1, 2022 the Metropolitan Transportation Commission (MTC) announced a Call for Projects for Call for Projects for Priority Development Area (PDA) Planning Grants, and informed local jurisdictions of a February 15, 2022 deadline for submittals of Applications, as well as grant requirements including compliance with the Transit Oriented Communities Policy; and WHEREAS, in 2020 the City of Petaluma established the Corona Road SMART Station PDA; and WHEREAS, the Corona Road SMART Station PDA is identified in the SMART Station Area Specific Plan as an Area of Change, is the location of Opportunity Sites in the draft 61h cycle Housing Element, and is expected to be identified as a Disadvantaged Community in the General Plan update; and WHEREAS,the Corona Road SMART Station/North McDowell Specific Plan for the Corona Road SMART Station PDA would facilitate the development of a community-focused, transit-oriented complete neighborhood surrounding the Corona Road SMART Station and North McDowell corridor; and WHEREAS, staff estimate the cost of this effort to be $1,200,000, NOW, THEREFORE, BE IT RESOLVED,by the City Council of the City of Petaluma as follows: 1. Finds that the above recitals are true and correct and are incorporated into this Resolution as findings of the City Council. 2. Finds that the action of applying for a grant is not a "project" pursuant to Section 15378 of the California Environmental Quality Act as applying for a grant does not commit the City to a definite action. Additionally, further environmental review will performed if the grant is awarded. 3. Authorizes staff to submit a grant application for the Corona Road SMART Station/North McDowell Specific Plan in response to the Metropolitan Transportation Commission's (MTC's) Call for Projects for PDA Planning Grants in the amount of$1,200,000; and be it further resolved 4. Should funding be awarded, authorizes the City Manager or her designee to execute all documents necessary to accept the Metropolitan Transportation Commission grant in the amount up to $1,200,000 for the development of a Specific Plan for the Corona Road SMART Station PDA.
