Dear Mayor Putnam: : , • On Wednesday last CoUncilworman Hilligoss attended our Regional Parks advisory corfimittee meeting and expressed the displeasure of the City . Council at not having been given aUfficie.nt. answers to questions concerning the matter of a Regional Park project in the Petaluma 'area.: The matter, as you •recall., ' was scheduled as an item on the regular Council agenda of Mr, June 20, 'as a recommendation from•your Park, Recreation. arid Music CoMmission, to recommend that the County of Sonoma move to acquire the llarnhanen property as a regional park and that $50,0001of funds from the City'S share of 1976 State Bond Act funds be utilized.' This item had been a subject of several months study by my Department, and members of your Park and Recrea- tion city staff'. and the Parks, Recreation and. Music Commission to survey possible alternatives in arriving at a program that would be • of benefit to the overall park needs of Petalurna and the South County. My attendance at that Council meeting was to be available for acidit- • . .- • lanai information [or, questions on the matter as reported to you by - your staff and commisSion. Apparently, as was expressed to me by Councilwoman Hilligos,s, there was concern that I had not given suff icient answers to questions of the Council., particularly about able time for a council decision. • If that is •the •case, I sincerely _ • apologize to you and the Council, but my recollection of the matter • is that no question was esked concerning ultima ,deadlines regarding • funding, and .6 ii1C E.' this matter has been pending since 1975; 1 our taif • e Council had been apprised of any time commitments by reports of - your staff or Co: „ . . At any rate, 1 should like to dF2tail for you and members of the Council a brief account the project, to date and commitment deadlines, to be aware of in regards to state funding assigned to the Petaluma • Regional Park prOject. • • . , EX e -i I Tit IT A • . . _ . , .._ _._ ......... • ,--• Mayor H` :len Putnam - Page 2. July 12, 1977 In 1975, the County Regional Parks .Department made appt ica lion' to t'ie s'tate For ?77, 530 of State Park Bond Act of 1974 monies allocated' to ,Sonoma County to acquire soma .150- -200 acres of _ land known as the Varnhagen property in 1.;2st Petaluma for a regional park, a sate deacribed by the Petaluma Genera? That 5 AtP - had previously been endorsed by your Commission) and supported hy the City' Council in 1975,, When they' listed it as a priority pr a ject .t the State under ,requirements of the 1974 State Park Bond Act.. ' • We then proceeded in the acq isitirn which was cut short by th eca1 :1. election of June 1976, and a change in supervisors. Mr. De! a tr ng then requested our Department' to_ investigate other :alternates for ., . a regional, park project. WE then worked with your City staff and. ,Commission for their input which led' to their recom;TIendat1on on the June 20 Council agenda.. As for deadline dates the 1974 State Pam Bond Act requires that application fog. funds ^ h ry Via not later than Septerrb r :15 1979, of _ ,te :that date movie. allocated to the County wou be lost. .. Until t PF be . received prior to September 15 Of each Year, r for funds to.he shown in State budget in the. - = i `. ... subsequent fiscal year,, that is, if "application is made by September 15, 1977 funds would then be available in 1973-79 fiscal. year. 1 might.•point out he that our application initially for .th_e Varnhagen property was made to the State prior to September 1 .1975, and funds; "hPve been availah1e_ since the 1976-77 fiscal year, That project st'L l 1s listed .in the ,State; bud Should a; new ,project be required, We .would then hope to 1n4tlate. a new application .which 'could. require several months preparation to meet all loca l;,, area -wide and State requirements.. Upon eornpl-- tion of the application, process funds then would be available :in the following fiscal year State budget. 1 At thin time the ;;'277, 5301 of 1974 State Bend Act fun .ar °shown in the 1977 -78 County Budget for the "N,etaluma Regional Park," en additional ;5'2,000. of .shar, ing "funds requested, should another. project be required, has been deleted by the Board of Supervisors,'. primarily because a "newft application wdu,ld require 'much of this fiscal year for preparation, and :processing and also could hot b e : shown until the -79 State budget._ Those funds are to be rein- stated next year, if needed. • . . „1 \ Mayor 'Helen. Putnam P Da e' 3 July 12; 1977 • - I hope that this assists in a better understanding . of the situation. • On this basis, the Council may wish to ;reconsider all, any, or part of their action on Monday, June regarding .a Petaluma Regional Park project. Should this be .your decision, 1 would be pleased to answer any, fur- ther questions you may have, and Cooperate With the City in any way desired. • • - Most.sinceroay, ' , . . r , - L ' . JOSEPH.
