reevaluated and its purchase again. re,cemmended; and,

Sonoma County Board-Of.: Supervisors; for consider,ation; arid_,

from the 1977 -7'8 !Sonoma ,County budget 'for _acq.utsition- of said park,
because said funds were'expected , to be utilized in 1978'- 1979., and
the Coun -ty has indicated its intentio n to restore said funds in
197.8 -1979 by Ehibit, A, attached" hereto; and,
WHERPEAS, . the sum. of .$20,0'0:0 was-set :aside in Sonoma County
budgets for each ;of the Years :1.9741975,; 19.75 -1976, and 1,976 -197`7
for development of said park,and; said funds were later diverted
to other park development,
NOW, THEREFORE, BE IT RESOLVED that the. City Council of the
City of Petaluma - hereby urges the Sonoma County Board of Super
visors toj act .s p `eedi'ly and favorably5 dm the .purch of said

site for a regional `park serving, Southern Sonoma County.
..BE IT `FURTHER RESOLVED that the' City Council hereby states

On Wednesday last CoUncilworman Hilligoss attended our Regional Parks
advisory corfimittee meeting and expressed the displeasure of the City .
Council at not having been given aUfficie.nt. answers to questions
concerning the matter of a Regional Park project in the Petaluma 'area.:
The matter, as you •recall., ' was scheduled as an item on the regular
Council agenda of Mr, June 20, 'as a recommendation from•your
Park, Recreation. arid Music CoMmission, to recommend that the County
of Sonoma move to acquire the llarnhanen property as a regional park
and that $50,0001of funds from the City'S share of 1976 State Bond
Act funds be utilized.' This item had been a subject of several
months study by my Department, and members of your Park and Recrea-
tion city staff'. and the Parks, Recreation and. Music Commission to
survey possible alternatives in arriving at a program that would be
• of benefit to the overall park needs of Petalurna and the South
County.
My attendance at that Council meeting was to be available for acidit-
• . .- • lanai information [or, questions on the matter as reported to you by
- your staff and commisSion. Apparently, as was expressed to me by
Councilwoman Hilligos,s, there was concern that I had not given suff
icient answers to questions of the Council., particularly about
able time for a council decision. • If that is •the •case, I sincerely _
• apologize to you and the Council, but my recollection of the matter

is that no question was esked concerning ultima ,deadlines regarding

Council a brief account the project, to date and commitment deadlines,
to be aware of in regards to state funding assigned to the Petaluma • Regional Park prOject. • •

In 1975, the County Regional Parks .Department made appt ica lion'

We then proceeded in the acq isitirn which was cut short by th

then requested our Department' to_ investigate other :alternates for ., .
a regional, park project. WE then worked with your City staff and.
,Commission for their input which led' to their recom;TIendat1on on the
June 20 Council agenda..
As for deadline dates the 1974 State Pam Bond Act requires that

a new application .which 'could. require several months preparation
to meet all loca l;,, area -wide and State requirements.. Upon eornpl--
tion of the application, process funds then would be available :in
the following fiscal year State budget.

On this basis, the Council may wish to ;reconsider all, any, or part
of their action on Monday, June regarding .a Petaluma Regional
Park project.
Should this be .your decision, 1 would be pleased to answer any, fur-
ther questions you may have, and Cooperate With the City in any
way desired.
