RESOLUT ION RATIFYING MEMORANDUM OF UNDERSTANDING EXECUTED BY THE DULY AUTHORIZED REPRESENTATIVES OF THE CITY OF PETALUMA AND THE SONOMA COUNTY ORGANIZATION OF PUBLIC EMPLOYEES IN UNITS 3, - L AND 5 INTRODUCED BY COUNCILMAN M. Patricia Hilligoss and SECONDED BY COUNCILMAN L. Balshaw • at a Adjourned _Meeting of the City Council of the • Ci o f p etz d urna, on t h e 30th ,d o f June , 19 WHEREAS, the City, through its duly authorized representatives, and the Sonoma County •Organ izat i on of Public Employees have concluded their mutual obl igat ion to meet and confer in good faith with respect to terms • and conditions of employment for employees, in Un Pts 3, 4 and 5, in accordance with the Meyers-MI 1 ias Brown Act an. Ci ty 's Employer-Employee Relations Rules and Regulations (Resolution No. 5512 N.C.S.); and, WHEREAS, the duly authorized representatives of the City and the Sonoma County Organ i zat ion of etibl ic-EmpLoyee's have' executed a Memorandum' of Understanding (dated June 29; f978,);purs6ant to Section 15, Resolution No 5512, N,.C.S. and recommend its approval by the City Council, and • WHEREAS, the City Manager, pursuant to Section 28, City of Petaluma • City 'Charter, and as the City's Municipal Employees Relations Officer (Resol ut Pon No. 5375 N.C.S.) is requi red and empowered to make a recommendation to the City Councii on matters related employees' compensation; and, WHEREAS, the City Manager has reviewed and concurs with h said Memorandum of understanding for Units 3, 4 and 5, and does recommend that the City Council ratify said Memorandum of Uriderstanding. • NOW, THEREFORE,, BE IT RESOLVED that •said MemOrandum of Understanding, being in the best interests •of the City, is ratified and the terms and • • conditions of said Memorandum of Understanding ( attached) shal I be effective July. 1, 1978, through June 30 . • - • under the power and authority Conferred upon this Council by the Charter of said City. • I hereby certify that the foregoing Resolution was duly and regularly introduced and adopted by the Council of the City of Petaluma on 30th • • d. OF PETALUMA And SONOMA COUNTY ORGAN;I ZAT.I ON OF PUBLIC EMPLOYEES (PETALUMA) Representatives of the City of Petaluma and the :Sonoma County 0rga:- nazation of Public Employees (Petaluma) acknowledge that they have fulfilled their mutual and respective obligations to meet and confer under the Meyers -Mi l ias- Brown Act related to employees in Units, #3, #4 and #5. As a result, the parties have come to a mutual understanding which the representative of the City of Petaluma and the representative of the Sonoma County Organization of Public Employees (Petaluma) agree to recommend for .acceptance and approval to the C_ ity Council of the City of Petaluma, as follows: 1. This Memorandum of •Understanding shall be for 'a one (1), year term for the F isca l Year commencing July 1, , 1978, through June 30, .19 2. The expressed provisions hereof represent all the changes to be made in the terms and conditions of employment of the employees' of the City of Petaluma represented by the Sonoma "County Organ i`zation of Public Employees '(Petaluma) and constitute the City emp'1oyees,;iin Units. #3, 4 and 5. Therefore, all pother terms, conditions and provisions not changed hereby shall remain in f u l l force and effect. 3. The parties will commence meeting and conferring for 1979 Fiscal year not later than the end of April, 1979, and will endeavor to reach an agreement , - i,n °a written Memorandum of Understanding for submission . to the City Council for its .determination, prior to the adoption by the City of its Final Budget for the subsequent Fiscal Year. 4. The ,City shall .increase on July 1, 1978, . the existing salary range for each of the, employees assigned to LL classifications' included in ".Un'i:ts #3, 4 and „ 5 , , by five, percent (5 %) . • 5. Petaluma Group Medical-Hospital Insurance Program: The City shall provide for a group medical-hospital insurance ,coverage program for City employees in Units #3, 4, and 5. The City shall pay, during 1.978 -79,; the following insurance prem�i;um amounts' towards the City group medical insuran ce 'cove program: A. Insurance premium amount of $45J8 per month, per employee , - towards • employee coverage; and • a Page 2 of 2 - • • 1978 -79 B. For employees who maintain dependent(s) coverage, either: (a) Insurance premium amount of $18.93 per month, per employee, towards one (1) dependent coverage; or (:b) Insurance premium amount of $19.77 per month, per employee, towards. two (2) or more depen- dents coverage. 6. City of Petaluma Group Dental Insurance Program: The City shall provide for a group dental insurance coverage program for City employees in Units #3, 4, and 5. The City shall pay, during 1978 -79, towards the City group dental insurance coverage program the insurance premium amount of $6.86 per month, per employee, towards employee coverage. 7. The City will designate ten (10) paid, fixed-date holidays for employees in this Unit. Such hol ";idays shall be established for the City's Fiscal Year as determined by C`ity:Council Resolution. - s The parties affix their signatures as constituting mutual acceptance and recommendation of this Memorandum of Understanding to become effective July 1, 1978.
