HomeMy WebLinkAboutResolution 2023-026 N.C.S. 03/06/2023 DocuSign Envelope ID:B071 1 D02-D44B-4CBD-9568-96EAF726EAC2 Resolution No. 2023-026 N.C.S. of the City of Petaluma, California AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH SAGE ENERGY CONSULTING FOR THE EV CHARGING INFRASTRUCTURE MASTER PLAN WHEREAS, the City of Petaluma is committed to being carbon neutral by 2030; and WHEREAS, the City has developed a series of plans such as solar, energy efficiency, fuel replacement, and transitioning the fleet to clean energy to reduce greenhouse gas emissions related to its operations to support this goal;and WHEREAS, the City has adopted a Climate Emergency Action Framework establishing a goal for eliminating greenhouse gas emissions; and WHEREAS,City staff has prepared a request for qualifications documents and advertised for consulting and design services for the Electric Vehicle Infrastructure Master Plan Project("Project"); and WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162, and other applicable laws, City staff solicited proposals for the project; and WHEREAS, the project was advertised, two (2) responses were received and evaluated by staff, the best qualified firm was interviewed; and WHEREAS, the most qualified firm for the scope of work was Sage Renewable Energy; and WHEREAS, staff and Sage Renewable Energy developed and documented the project scope of work for the identified project funding amount; and WHEREAS, Sage Renewable Energy will deliver an EV Charging Infrastructure Master Plan including energy grid capacity analysis for twenty-one (21) facilities; and WHEREAS, the FY 22/23 and FY 23/24 CIP budgets will incorporate sufficient funding and appropriations to complete the four hundred and sixty thousand dollar($460,000) project as bid; and WHEREAS, the consultant work will include interfacing with PG&E and will consider the energy reductions and additions at each facility; and WHEREAS, EV Charging Infrastructure Master Plan will deliver both the conceptual and engineer designs needed to proceed with the construction and installation; and WHEREAS, Sage Renewable Energy will also provide support in identifying inventive and grant opportunities to help fund the forthcoming construction and installation project; and WHEREAS, the proposed action is exempt from the requirements of the California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378, in that Authorizing the City Manager to Execute a Professional Services Agreement with Sage Energy Consulting for the EV Charging Infrastructure Master Plan does not meet CEQA's definition of a"project,"because the action does not have the potential for resulting in either a direct physical change in the environment or a reasonably foreseeable Resolution No. 2023-026 N.C.S. Page 1 DocuSign Envelope ID:B071 1 D02-D44B-4CBD-9568-96EAF726EAC2 indirect physical change in the environment, and because the action constitutes organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment. Relatedly, if the proposed action did constitute a project under CEQA the action is exempt under the common-sense exemption, CEQA Guidelines Section 15061(b)(3) as the completion of this master plan will help Petaluma reduce overall greenhouse gas emissions. NOW, THEREFORE,BE IT RESOLVED,that the City Council of the City of Petaluma hereby: 1. Declares the above recitals to be true and correct and are incorporated into this resolution as findings of the City Council. 2. Finds that proposed action is exempt from the requirements of the California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378, in that Authorizing the City Manager to Execute a Professional Services Agreement with Sage Energy Consulting for the EV Charging Infrastructure Master Plan does not meet CEQA's definition of a "project," because the action does not commit the City to a foreseeable path and therefore does not have the potential for resulting in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment,and because the action constitutes organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment. Relatedly, if the proposed action did constitute a project under CEQA the action is exempt under both CEQA Guidelines Section 15306(information gathering)and the common-sense exemption, CEQA Guidelines Section 15061(b)(3) as completion of this master plan will help Petaluma reduce overall greenhouse gas emissions. 3. Authorizes the City Manager to Execute a Professional Services Agreement with Sage Energy Consulting for the EV Charging Infrastructure Master Plan. Under the power and authority conferred upon this Council by the Charter of said City.
