CITY OF PETALUMA
HISTORIC AND CULTURAL PRESERVATION COMMITTEE
APPROVING HISTORIC SITE PLAN AND ARCHITECTURAL REVIEW FOR THE
INSTALLATION OF AN ATM FACILITY MOUNTED ON THE EXISITNG BUILDING FACADE
LOCATED AT 11 5T" STREET (APN: 008-052-001)
FILE NO. PLMA-18-0014
WHEREAS, Mark Carrino of Carrino Construction, on behalf of the Westamerica Bank tenant and
property owner, submitted applications for Historic Site Plan and Architectural Review for the installation
of an ATM and ADA ramp on the B Street building elevation located at 11 5th Street (APN 008-052-001)
(the "Project"); and
WHEREAS, the project site is located within the boundaries of the Petaluma "A" Street Historic
District; and
WHEREAS,the Project involves an alteration to an existing building within the historic district, and is
subject to the requirements of Implementing Zoning Ordinance (IZO) §15.050 (Alter Structures in
Designated Areas), IZO §15.070 (Construct, Alter, or Demolish Designated Structures or Structures in
Designated Areas), and IZO §24.010 (Site Plan and Architectural Review), as well as review standards
outlined at the "A" Street Historic District Guidelines and the Secretary of the Interior's Standards for
Rehabilitation and Guidelines for Rehabilitating Historic Buildings; and
WHEREAS, on July 10, 2018, the Historic and Cultural Preservation Committee held a duly noticed
public hearing to consider the request for Historic Site Plan and Architectural Review approval at which
time all interested parties had the opportunity to be heard; and
WHEREAS, on July 10,2018 and prior to acting on this request,the Historic and Cultural Preservation
Committee considered the staff report analyzing the application, including the California Environmental
Quality Act ("CEQA") determination included therein; and
WHEREAS,public notice was published in the Argus Courier and mailed to residents and occupants
within 500 feet of the project site in compliance with state and local law.
NOW,THEREFORE, BE IT RESOLVED BY THE HISTORIC AND CULTURAL PRESERVTION COMMITTEE OF THE
CITY OF PETALUMA AS FOLLOWS:
1. The foregoing recitals are true and correct and incorporated herein by reference.
2. Pursuant to Implementing Zoning Ordinance §24.010, the Historic and Cultural Preservation
Committee hereby approves Historic Site Plan and Architectural Review for the Project based on the
following findings:
Implementing Zoning Ordinance §15.070(A)(2) (Historic)
a. The project will not adversely affect the exterior architectural characteristics or features of the
property. The proposed changes include the addition of a ATM and ADA ramp that will be
minimally visible from various vantage points and will not permanently remove any existing
historical features of the building. Due to the placement and size of the ATM,and its location within
an already developed building, it will not be noticeable from considerable distances as several
structures and mature vegetation exist within the area. The project will not adversely affect the

subject property's relationship in terms of harmony and appropriateness with its surroundings nor
the historical, architectural, or aesthetic value of the district since the project involves minimal
change and will not negatively impact the historic character of the building as all materials
removed will be replaced in kind, as conditioned.
Implementing Zoning Ordinance Chapter 24 (SPAR)
a. The project includes the use of quality materials and an appropriate color to ensure that the
project is in harmony with and in proportion to the overall design. The ATM facility and ADA ramp
will be mostly screened from view due to the presence of existing vegetation and due to its
location adjacent to a secondary entrance to the historic office building away from the main
entrance.
b. The architectural style of the proposed ATM facility and ADA ramp are appropriate for the project
and compatible with the overall character of the neighborhood because the proposed
installation of the new facilities will be confined to a portion of the subject building that avoids any
areas showcasing historic materials or defining features. The ATM facility will be a clearly new
addition and easily differentiated from the historic building features.
c. The siting of the project on the property is consistent with the siting of other structures within the
immediate neighborhood and District.The proposed installation of the ATM and ADA ramp will be
confined to a portion of the subject building that avoids any areas showcasing historic materials
or defining features. The ATM facility will be a clearly new addition and easily differentiated from
the historic building features. The siting of the project was determined to be the least visually
intrusive location for the ATM.
d. No signs or outdoor advertising structures are proposed as part of the project.
e. The bulk, height, and color of the ATM facility and ADA ramp are consistent with the bulk, height,
and color of other ATM facilities and ADA ramps within the immediate neighborhood.
f. No landscaping is proposed as part of the project.
g. The project does not propose any modifications to ingress, egress, internal circulation, or parking
facilities other than the repaving of the ADA parking space.
Petaluma "A" Street Historic District Design Guidelines
a. Style
The project consists of removing an original window and interior brick fagade in order to
accommodate the installation of the new ATM. The new ATM and ADA ramp are simple in design,
and are appropriate modifications associated with the new Westamerica Bank tenant and the
adaptive reuse of the historic school building. Moreover, the new ATM will be compatible with the
main building, but clearly distinct from it,given that all original materials removed from the building
(window/interior brick fagade) to accommodate the ATM could be replaced in kind, so that the
building can be restored to its original appearance if the ATM is removed. Further, the new ATM is
relatively small compared to the entirety of the building, located adjacent to the secondary
entrance on B Street, and that the original building appearance will not change substantially as
a result of this project.

b. Design
The simple design of the ATM will be compatible with the main residence's original design and is
clearly ancillary as it exhibits a simpler modern form from the main building design, which is
appropriate for the ancillary nature of the ATM. The ATM will be installed in a manner that is
reversible and does not damage or obscure a character-defining feature of the building. The
proposed ATM design excludes overly elaborate ornamentation such as molding or"tacked-on"
details which might artificially date the building.
c. Arrangement
The installation of the new ATM and ADA accessible ramp will not permanently alter the building;
therefore, the installation of the new ATM will not change the applicable setbacks and height limit
of the existing building. The installation of the ATM and ADA accessible ramp will not require the
removal of any exterior building materials other than the existing window. The ATM will be installed
in a manner that is reversible and does not damage or obscure any character-defining feature of
the building. The location of the ATM will be at the secondary B Street building entrance around
the corner from the main building entrance on 5th Street. The new ATM and ADA ramp will be
minimally visible from the public right of way, screened by existing vegetation adjacent to the B
Street entrance.
d. Texture and Materials
Original building materials removed (window/interior brick fagade) to accommodate the
installation of the ATM will be preserved, restored, or replaced in kind when Westamerica vacates
the office building.As conditioned, if the removed window is damaged to the point that it cannot
be reused, the new window is required to match the style and material of the original window,
which is appropriate for the pre-1930 historical context of the District. The proposed ATM materials
avoids the use of elaborate architectural details that will detract from the historic architecture of
the existing building.
e. Color
The project does not include any new colors to the original building facade other than the ATM
materials shown in the plan set. The ATM materials will be removed and all original materials and
colors will be restored in kind when Westamerica vacates the office space in the building.
f. Accessory Fixtures
The project does not include the removal of any original lighting, trellises or other accessory
fixtures. Therefore, findings relating to the preservation of original accessory fixtures are not
applicable.
g. Landscape
The project does not propose any new landscaping other than the proposed ADA accessible
concrete ramp at the B Street building entrance. As conditioned, all existing plantings shall be
maintained in good growing condition. The new ADA accessible ramp will be poured concrete,
which is seen elsewhere in the District and on the 11 5th Street property.
h. Signs
Guidelines and standards for signage are not applicable as the project does not propose any
signs.

Secretary of the Interior's Standards for Rehabilitation
a. No change in use is proposed. The building is the former Petaluma City Schools Administration
Building built in 1911. Recent adaptive reuse of the building changed the historic use to an office
use without significant changes to the exterior of the building.
b. Original building material retention (window/interior brick fagade) and construction techniques,
as conditioned, will ensure that the ATM will be installed in a manner that is reversible and does
not damage or obscure character-defining features of the building. As the project generally
avoids work at the main entrance to the office building, the removal of historic materials or
alteration of characterizing features is avoided. The project retains the existing historic exterior
fagade and removes a window adjacent to one of the secondary entrances to the building on B
Street. Installation of the new ATM, as conditioned, will be appropriate for the District and the
historic building. Therefore, the removal of the window to accommodate the new ATM will not
negatively impact the historic character of the building as all materials removed will be replaced
in kind, as conditioned.
c. The proposed project does not create a false sense of historical development. The new ATM
exhibits a simple design and form that will be compatible with the existing building rather than
create a false sense of historical development. The design of the ATM will not result in artificially
back-dating of the historic building. The proposed ATM facility will be obviously new and will not
be mistaken as a historic component of the subject building. Moreover, the limited public visibility
of the ATM ensures it will not detract from the public's ability to interpret the building as a record
of its time, place and use.
d. Outside of the removal of the window, which is conditioned to be replaced in kind, the project
does not propose to remove or alter any features which may or may not have historic significance.
e. As stated above, the ATM facility will be installed at one of the secondary building entrances,
around the corner from the main entrance,in a non-character defining space of the building and
will not obscure or remove any features, finishes, or construction techniques that contribute to the
historic characterization of the property.
f. No repair or replacement of the buildings historic features is proposed. As conditioned, the
applicant will be required to replace the original window to match the design, color, texture and
other visual qualities as documented at the time of removal.
g. This project does not propose any chemical or physical treatments which would potentially cause
damage to historic materials.
h. The project does not include any grading or ground-disturbing activities that would potentially
disturb prehistoric or historic archeological resources.
i. The proposed installation of the ATM will be confined to a portion of the subject building that
avoids any areas showcasing historic materials or defining features. The ATM facility will be a
clearly new addition and easily differentiated from the historic building features. The sensitive
placement of the ATM and internal supporting equipment, and avoidance of character defining
features and spaces will ensure that the integrity of the subject building is retained.
j. The new ATM facility is proposed as a permanent installation. However, if removed in the future
using appropriate methods, the essential form and integrity of the subject building will be
,unimpaired.

General Plan
a. The project is consistent with these policies in that it will expand the use and availability of ATM
technology for Westamerica Bank customers at the site of the new bank branch at 11 5th Street,
The Project is, for the reasons described in the staff report dated July 10, 2018, consistent with the
Petaluma General Plan.
3. The proposed project is categorically exempt from the provisions of CEQA under CEQA Guidelines
§15303 (New Construction) because it involves construction of an ATM facility, which is considered a
small new facility, in an area that is permissible by the IZO and an area in which the project is not
environmentally sensitive. Additionally, the project does not trigger any of the exceptions to the
exemption outlined in CEQA Guidelines §15300.2.
4. Based on its review of the entire record herein, including the July 10, 2018 staff report, all supporting,
referenced, and incorporated documents and all comments received and foregoing findings, the
Historic and Cultural Preservation Committee hereby approves Historic Site Plan and Architectural
Review for the installation of an ATM facility mounted on the existing building facade, subject to the
conditions of approval at Exhibit 1.

HISTORIC SPAR CONDITIONS OF APPROVAL Exhibit 1
Westamerica Bank ATM Project
Located at 11 5th Street
A P N: 008-052-001

Planninq Division
l. Plans submitted for Building Permit shall be in substantial conformance with plans date stamped May
20, 2018 and in conformance with all other supporting documentation for the Project as attached to
the staff report.
2. Plans submitted for Building Permit shall include these Conditions of Approval as notes on the first sheet
of the office and job site copies.
3. At the time of removal of the original window to accommodate the new ATM facility, the
applicant shall employ a qualified architectural historian or historic architect to perform an
analysis of the window's structural integrity. The analysis shall be reviewed and approved by the
Planning Manager.
4. At the end of Westamerica's tenancy at 11 5th Street, should the window analysis indicate the
original window is repairable, the applicant shall repair the window in accordance with the
Secretary of the Interior's Standards for Rehabilitation.
5. At the end of Westamerica's tenancy at 11 5th Street, should the window analysis indicate the
original window be beyond repair, it shall be replaced in kind with a wood window. The new
window details shall be provided for review and approval by the Planning Manager.
6. Prior to submittal of the building permit,the applicant shall revise the project design to include a black-
matte surround, LED light under the canopy, a stainless-steel name identity, and alternative hand rail
configurations for the new ADA ramp. The revised ATM and ADA ramp design shall be submitted
to the Planning Manager for review and approval.
7. At all times the site shall be kept cleared of garbage and debris. No outdoor storage shall be
permitted.
8. The applicant shall defend, indemnify, and hold harmless the City or any of its boards, commissions,
agents, officers, and employees from any claim, action, or proceeding against the City, its boards,
commissions, agents, officers, or employees to attack, set aside, void, or annul any of the approvals
of the project, when such claim or action is brought within the time period provided for in applicable
State and/or local statutes.The City shall promptly notify the applicants/developers of any such claim,
action, or proceeding. The City shall coordinate in the defense. Nothing contained in this condition
shall prohibit the City from participating in a defense of any claim, action, or proceeding and if the
City chooses to do so appellant shall reimburse City for attorneys' fees by the City.
