RESOLUTION SETTING THE 1994 ALLOCATION POOL
5 WHEREAS, the City Council has adopted a growth management system by Ordinance
6 1716 N.C.S. (Chapter 17.26 of the Petaluma Municipal Code) establishing the procedure
7 for setting the allocation pool on a yearly basis; and

9 WHEREAS, interested developers have filed Notice of Intent to Develop forms in
10 accordance with the provisions of Chapter 17.26 and these, in combination with other
11 allocation obligations created and anticipated by the action of the City Council, comprise
12 the total number of allocation requests for 1994; and
13
14 WHEREAS, the setting of allocations must be done in conformance with General Plan
15 policy that permits an annual average of 500 allocations, no more than 1,000 allocations in
16 any year and no more than 1,500 allocations over three consecutive years; and
17
18 WHEREAS, the City Council finds the setting of allocations is not a project pursuant to
19 Section 1578 of the California Environmental Quality Act and, therefore, no environmental
20 action is necessary at this time; and

22 WHEREAS, the City Council met on April 26, 1993, and discussed the setting of the pool
23 for 1994 allotments and considered future demands;

25 NOW, THEREFORE, BE IT RESOLVED that the City Council sets the 1994 allocation
26 pool at 500 units.

28 BE IT FURTHER RESOLVED that the City Council makes the following findings in
29 support of its setting the 1994 allocations pool:

32 1. The number of available 1994 allotments is consistent with the provisions of the
33 Residential Growth Management System Ordinance (Chapter 17.26 of the
34 Petaluma Municipal Code) and the applicable policies of the 1987-2005 Petaluma
35 General Plan.

2. The City Council has considered 1994 Development Objectives as well as other
allotment commitments in determining the 1994 allocation pool.
3. The decision to set the 1994 allocation pool at 500 is not detrimental to the public
health, safety or welfare because the City Council has considered the 1994
allocation pool in the context of overall City-wide growth rates, adequacy of public
facilities and the timing of development.
4. Any allocations not distributed from this pool will be available to the secondary pool
for special projects, which will allow the City Council to better fulfill General Plan
goals for achieving variety in housing.
