3 GRANTING 1994 ALLOCATIONS

5 WHEREAS, the City Council has adopted a growth management system by Ordinance
6 1716 N.C.S. (Chapter 17.26 of the Petaluma Municipal Code) establishing the procedure
7 for granting the allocation pool on a yearly basis; and

9 WHEREAS, interested developers have filed Notice of Intent to Develop forms in
10 accordance with the provisions of Chapter 17.26 and these, in combination with other
11 allocation obligations created and anticipated by the action of the City Council, comprise
12 the total number of allocation requests for 1994; and
13
14 WHEREAS, the granting of allocations must be done in conformance with General Plan
15 policy that permits an annual average of 500 allocations, no more than 1,000 allocations in
16 any year and no more than 1,500 allocations over any three consecutive years; and
17
18 WHEREAS, the 1994 allocation pool was set at 500 units; and
19
20 WHEREAS, the City Council finds the granting of allocations is not a project pursuant to
21 Section 1578 of the California Environmental Quality Act and, therefore, no environmental
22 action is necessary at this time.

24 NOW, THEREFORE, BE IT RESOLVED that the City Council grants the 1994
25 allocations as described below based on findings described below:

BE IT FURTHER RESOLVED that the City Council makes the following findings in
support of its granting the 1994 allocations:

23 1. The number of 1994 allotments is consistent with the provisions of the Residential
24 Growth Management System Ordinance (Chapter 17.26 of the Petaluma Municipal
25 Code) and the applicable policies of the 1987-2005 Petaluma General Plan.

27 2. The City Council has considered 1994 Development Objectives, General Plan land
28 use and planning policy, timing and status of application. processing, as well as other
29 allotment commitments in determining which projects would receive 1994
30 allotments.

32 3. The decision to grant 1994 allocations as specified herein is not detrimental to the
33 public health, safety or welfare because the City Council has considered the
34 applications for 1994 allocations in the context of overall City-wide growth rates,
35 adequacy of public facilities, timing of development, and subsequent environmental
36 review procedures.

Residential Growth Management System Ordinance, Section 17.26-060(c) Award of
Allotments.
5. The City Council grants 213 allocations to Corona/Ely assessment district.
properties pursuant to their collective development agreements.
6. Projects receiving allocations show the highest potential to be processed within the
time limits specified by the growth management ordinance and are the more
consistent with prevailing General Plan land use policies.
7. Allocations not granted from the 1994 Allocation Pool will be available to the
secondary pool for special projects, which will assist the City in meeting its General
Plan goals for achieving a variety of housing types.
