HomeMy WebLinkAboutResolution 93-133 05/17/1993~- 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 "~ l~~sOlUtl®1"] NO. 93-133 N ~.5. of the City of Petaluma, California REQUESTING CALTRANS TO ADOPT A NEGATIVE DECLARATION AND APPROVE THE PROJECT APPROVAL REPORT FOR THE LAKEVILLE HIGHWAY -STATE ROUTE 116 WIDENING, CHANNELIZATION AND SIGNALIZATION PROJECT; AND AUTHORIZE THE CITY MANAGER TO ENTER INTO A COOPERATIVE AGREEMENT WITH CALTRANS AND TO NEGOTIATE CONTRACTS FOR DESIGN AND RIGHT-OF-WAY WHEREAS, Lakeville Highway/State Route 116 is a major arterial street within the City of Petaluma providing access to major commercial, industrial and residential areas of the City and connecting to US 101; and, WHEREAS, the City of Petaluma's 1987 - 2005 General Plan recommends improvements to Lakeville Highway to support the orderly development and growth of the surrounding areas, balance the housing/job base, and maintain the level of service for traffic operations; and, WHEREAS, the City of Petaluma completed. a Traffic Report in May 1984 and updated the report in November 1992 which identified a need to widen Lakeville Highway to provide additional capacity, provide turning lanes and signalization to improve the safety of the highway and the operating level of service to meet current and projected demand; and, WHEREAS, the City of Petaluma adopted a Plan Line in 1986 establishing the right-of- way requirements for the. future widening project and approved Phase I construction of a sound wall along the northern right-of-way between Perry Lane and Frates Road which was completed in 1988; and, WHEREAS, the City of Petaluma prepared a Project Report dated April 1993 which proposes widening Lakeville Highway from two to four lanes between Caulfield Lane and Frates Road, adding landscaped median islands, turning lanes and new signals at ~~es. No........9.3-.1..3...... ~.~s. 1 1 intersections, and including shoulders, bus pull-outs and sidewalks where appropriate to ;~ , 2 address the identified needs; and, 3 4 WHEREAS, the Project Report is consistent with Caltrans Project Study Report prepared 5 in June 1986 and was prepared in conformance with State procedures; and, 6 7 WHEREAS, the City of Petaluma prepared an Expanded Initial Study of potential 8 environmental effects dated April 1993 for the project in accordance with local and state 9 guidelines for environmental review and State .Department of Transportation 10 (CALTRANS) procedures; and, 11 12 WHEREAS, the environmental study identified potential impacts to wetlands that could 13 not be avoided and the City of Petaluma has prepared a Wetland Mitigation Plan and 14 Monitoring Program to compensate for the wetland functions and values by replacing the 15 wetland losses in an area along Adobe Creek in the vicinity of the project; and, 16 17 WHEREAS, the Initial Study identified other mitigation measures and a monitoring 18 program to reduce all potential impacts below a level of significance and these measures 19 have been incorporated into the project's design; and, 20 21 WHEREAS, the City of Petaluma held a duly noticed public hearing on May 17th, 1993 22 before the City Council and provided invitations for comment on the project design 23 features and environmental studies to responsible and trustee agencies, property owners, 24 businesses, organizations and residents and, the meeting and deadline for public comment 25 was noticed in the local newspaper and was televised locally; and, 26 Reso. 93-13;3 NCS 2 ." 1 WHEREAS, there is no substantial evidence of potential for significant impacts resulting 2 from the project and mitigation plan as proposed; and, 3 4 WHEREAS, the 30-day public review and comment period will close on May 30th, 1993 5 and staff shall prepare a summary of the public comments and the response and position of 6 the City. 7 8 NOW, THEREFORE, BE IT RESOLVED that the City of Petaluma hereby requests 9 CALTRANS to adapt a Mitigated Negative Declaration and approve the Project Approval 10 Report; and, 11 12 BE IT FURTHER RESOLVED THAT the City Council hereby authorizes the City 13 Manager to enter into a Cooperative Agreement with CALTRANS for design and 14 construction of the Lakeville Highway Improvement Project and to negotiate contract 15 agreements for professional services to perform right-of-way acquisition and prepare 16 wetland mitigation and landscape design plans. 17 18 19 20 2 1 cc-reso/jb-2b Under the power and authority conferred upon this Council by the Charter of said City.
