Page 1 Resolution No. 2023-063 N.C.S. of the City of Petaluma, California AUTHORIZING THE CITY OF PETALUMA TO ACCEPT A GRANT AWARD OF UP TO $34,000 FROM THE ASSOCIATION OF BAY AREA GOVERNMENTS REGIONAL EARLY ACTION PLANNING GRANT PROGRAM TO SUPPLEMENT THE COSTS OF PLANNING AND STUDIES FOR THE CITY’S GENERAL PLAN UPDATES WHEREAS, in June of 2020, the California State Department of Housing and Community Development awarded the Association of Bay Area Governments (ABAG) with a Regional Early Action Planning Grant to support regional housing planning; and WHEREAS, in October of 2022, the Association of Bay Area Governments (ABAG) allocated the City of Petaluma grant funding of $33,577, which is subject to change, to supplement the costs of planning and studies associated with the City’s General Plan Updates and Climate Action Planning; and WHEREAS, accepting the funding from ABAG will reduce the cost to the Citizens of Petaluma; and WHEREAS, the General Plan Update is undergoing environmental review consistent with the California Environmental Quality Act; and WHEREAS, the funding from REAP will supplement the cost of planning, studies, and environmental review for the General Plan Updates and acceptance of the funds is statutorily exempt under California Environmental Quality Act (CEQA) Guidelines 15262 Feasibility and Planning Studies. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows: 1. Declares the above recitals to be true and correct and are incorporated into this resolution as findings of the City Council. 2. Finds this action is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines 15262 Feasibility and Planning Studies. 3. Authorizes the City Manager or her designee to execute all documents necessary to accept Regional Early Action Planning Grant in the amount up to $34,000 for planning and studies associated with the General Plan Update. Under the power and authority conferred upon this Council by the Charter of said City.
