Page 1 Resolution No. 2023-064 N.C.S. of the City of Petaluma, California RESOLUTION AUTHORIZING THE CITY OF PETALUMA TO ACCEPT AN FY 2021 U.S. DEPARTMENT OF HOMELAND SECURITY (DHS) ASSISTANCE TO FIREFIGHTERS GRANT (AFG) AWARD FOR THE REPLACEMENT OF COMMUNICATIONS EQUIPMENT IN THE AMOUNT OF $126,909.09 AND TO PURCHASE SAID COMMUNICATIONS EQUIPMENT THROUGH A COOPERATIVE PURCHASING AGEEMENT FOR A TOTAL OF $138,100.00 WHEREAS, in 2022 the Fire Department applied for an FY 2021 U.S. Department of Homeland Security Assistance to Firefighters Grant Award for replacement of communications equipment in the amount of $126,909.09; and WHEREAS, the City was awarded the grant, at the time estimated to cover up to 90% of the cost of replacement, with a minimum 10% City required match; and WHEREAS, the Fire Department recommends the purchase of BK Technologies-brand portable and mobile radios due to compliance with industry standards and compatibility with other Fire Departments; and WHEREAS, the Fire Department recommends the purchase of grant-funded portable and mobile radios through a statewide addendum to the NASPO ValuePoint contract, through which the City of Petaluma is eligible to participate; and WHEREAS, all contracts available through NASPO ValuePoint have been awarded by virtue of a public competitive procurement process compliant with state statutes; and WHEREAS, this cooperative purchasing program meets the criteria for competitively awarded purchasing and meets the Petaluma City Municipal Code and FEMA purchasing requirements for grant funds; and WHEREAS, additional costs over the grant amount will be funded by the City through general fund money already budgeted for in the amount of $11,190.91. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows: 1. Declares that the above recitals are true and correct and are incorporated into this resolution as findings of the City Council. 2. Finds the proposed Project is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Section 15061 (b)(3) (Common Sense Exemption), as it can be seen with certainty that there is no possibility that accepting a grant to purchase replacement portable and mobile radios may have a significant effect on the environment; and 3. Authorizes the City Manager to execute all documents necessary to accept the FEMA AFG FY2021 grant award of $126,909.09 and purchase replacement communications equipment through a cooperative purchasing program, NASPO ValuePoint, in the total amount of $138,100.00. 4. Finds that the City’s purchase of replacement communications through the NASPO ValuePoint cooperative purchasing program satisfies the City’s Charter and Municipal Code’s purchasing requirements.
