Exhibit ", W.' i�' and, WHEREAS-, the City- Council has reviewed the attached Exhibit "A" NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Peta-luma,,that'the "Paratra.nsit Coordinating Council in Sonoma .County, attached hereto as Exhibit "A" is hereby approved. 'N' Q- PARATRANSLT COORUINATING COUNCIL IN SONOMA COUNTY Sonoma G;ounty Department of Public forks Division of Transportation Planning August, 1978 EXI-HOIT A • INTRODUCTION At a pub.lis hearing held i'n Santa Rosa on April 26, 1978, by the Metropolitan Trans;portat'ion,Commission to meet the requirements of Section 6658 of the Administrative Code to, examine the transportation. needs of Sonoma , the Commission found there are areas in Sonoma County with unmet transportation needs than can be reasonably met. "As "'a result of the testimony introduced by concerned citizens at the hearing, th;e Metropolitan Transportation Commission has passed Resolution No. 557 allocating Transportation Development Act (TDA) funds to satisfy claims submitted by,eli.gible claimants in the County of Sonoma with the `exception of claims. submitted for Article 8 street and road purposes. The Commission will promptly" reconsider Article 8 claims when the County of,Sonoma: (l) revises -and updates the County's portion of the Commission's Regional Transportation Plan (RTP) and Transportation Improvement Plan (TIP) by developing and adopting an adequate comprehensive five year countywide transportation plan including related city and other local area implementation plans, and (2;) forms a coun:.tywi.de Paratransit Coordinating Council. Paratransit service is defined as those forms of passenger transportation which are available to the public, are distinct from conventional transit (scheduled bus and rai_l),, a,nd can operate over the highway and street system. ROLE The role of the Paratransit Coordinating Council (PCC) is to increase coopera- tion, coordination, and "the availability and effectiveness of special trans- portation services, to include but not limited to; minimizing overlap and duplication i'n the use of resources at the policy, managernent, and service delivery levels. COMPOSITION OF PCC The PCC will be open to any agency or organiza°tion interested in paratransit. It is recommended the number of voting members of the PCC be limited to a relatively small executive commit ee to insure efficiency in the process of conducting business at meetings. The structure of the PCC Executive Committee ~gill be rade up of the follo•;1ing three group's: (1) Public Agencies, (2) Provider Organizations, and (3) Con- sumer Organizations. Public Agencies Represented: (a) Golden Gate Bridge, Highway and Transportation District (b) City of Santa Rosa" (c City of Petaluma, (d) Sonoma'Cou'nty Department of Social Services (e) A City (Other than San=ta Rosa or Petaluma) (City to be selected by the Mayor's and City,Councilmen's.Association.) Consumer :Organizations Represented: (a) Consumer organization representing the Elderly (b) Consumer organization. representing the Handicapped (c) Consumer organization representing Economically Disadvantaged (d) Two additional consumer organizations Prior to the first,PCC meeting the Sonoma County Public Works staff will schedule a meeting o,f.p.rovider organ izptions to select their representatives to the PCC executive committee. The method of selection of the consumer representatives will be determined at the first PCC meeting. An organization may be represented only once on the executive committee. Each selected organization and public agency shall appo°int one member and alternate member to PCC Executive Committee. Staff members from Cal Trans, HTC and Sonoma County Department of Public Works will be non-voting members of the PC,C and will' attend meetings in an advisory capacity. The PCC Executive Committee will select a chairperson and adopt bylaws as appropriate for the PCC. Sonoma County Public Works staff will conduct the first meeting.
