WHEREAS, on the 21st'day'of August, 1972, at a regular meeting of
the City Council of the City of Petaluma, the Council did pass Ordinance
No. 1048 N.C.S. author°izing a Parking and-Bu1sine`ss' Improvement Area in
the City of Petaluma;
NOW, THEREFORE., BE' IT RESOLVED, that there is, hereby created a Parking
and Business I'mpro.vement Area Committee consi-sting of seven (7) members
and one (1) alternate to b& appointed by th-&,'Mayor with the concurrence of
the City Council, said meniber:s ;to be .persons' who.have businesses within
said "Area", and spay an ,additional levy of l-icen'se tax 'as provided by
said Ordinance.
NON, BE IT FURTHER RE.S,OLVED,, that said "C;ommitt'ee" shall be organized
under and shall operate within the followingstated guidelines:
1. Committee members shall be appointed f'Qr a term of two (2)years.
No Committee member shah serve more than two full terms-.,cons'ecutively.
2. The Committee shall appoint a Chairman and a Vice -Chairman, both
to serve in these capacities' f.or terms of one (1) year.
3. The Committee s'hal.l s•e.t its own regular meeting place and time.
It is expected that the Committee shall meet at least once each monthand
that. there will be an a:ttendance.re uir m;
q e ent for Committee members.
4. The City Council shall have the,, right to remove any Committee
member whose absence becomes a burden on the Committee or for any other
sufficient reason.
5. The Committee shall submit working Bylaws, and all amendments
thereto, to the City Manager for distribution to. the City Council. The
City Council 'shall have the right, f,rom�,time to time, to disapprove or

6. The Committee, shall submit -a proposed annual Budget by April
'Of. each' year for rev°ew and inclusion in the :City Manager's budget- to

7. The Committee-s'hall submit a Financial, Report to the City
Manager and City Council, by September first offe'ach year and at such
othe=r times as may be .r,eque'sted °by the City"• Manager. The affairs of
