BE IT RESOLVED.t'hat'the Classification Plan and Compensa-
tion Plan, as originally adopted' pursuant to* Resolution No. 6118
N.C.S., as amended,,.and the classification titles and specifica-
tions as adopted by Resolution No. 7054 N..C.S:., as amended, are
Hereby amended effective December 21, 1978,.to:
A. Abolish, effective upon adoption of�this resolu-
tion, the :cl.as'sificati:on -title .and 'specifications,
salary and position of Community.De'velopment and
Services Coordinator; and
B. Establish
(1) -The. classification title and specification
attached hereto and marked Exhibit A.
(2) Salary c,ompensation.for said position as follows:
Minimum/11a'ximum Annual Salary Amount :
$21,576 - $25,38;4
(c) One position for said classification.
BE IT FURTHER RESOLVED that this action is taken pursuant to
Charter :Section 2'4'(-b), and that said po'sit`ion shall be a department
head, as defined therein, with all rights and' duties appurtenant
to said designation.
BE IT FURTHER RESOLVED that Resolution No. 7010 N.C.S., is
hereby amended to include and to designate the classification of
Community Development and Planniftg Director as a management em-
ployee_
under the power and, authority conferred upon this Council by the Charter of said City.

COMMUNITY DEVELOPMENT AND PLANNING DIRECTOR
Definition.
`With executive guidance, plans, supervises°and coordinates
the planning and development activities of the City; admin-
isters zoning regulations of the C'i'ty; is ,responsible for
the coordination of'.the social, economic and physical develop-
mental activities of the community; overs

Inspection Department, and does related work as required.
Examples of: Duties
Confers with the City'Manager on prog.ramstand,policies related
to community planning and development; plan -s, directs and
personally performs:o:r supervis.e.s a comprehensive planning and
develomeat ro r.

mentation of a- comprehensive plan, includ11 j 'land use, circulation,
community design,,,,
environmental and related elements.; serves as
technical consultant to the Planning Commission, advises the City
Manager and the,City Council on .plann=ing'and d•,evelopment..matters;
serves as advisor to other commissions and committees; administers
and enforces zoning d subdivision regulati:ons., including
recommendations to the Planning,Commission on zoning, use permits
and variance applications; oversees and reviews the work of the
Building Inspection D,epa'rtment, enforci_n.g State and City building
laws and ordinances„ and issuing of .building permits; reviews and
investigates violations of building and zoning laws; coordinates

plans; prepares department annual report., program of service,
and tentative b.udget;,,maintains effective management of department
functions, records and operations; controls expenditures within
approved limitations; prepares and presents oral''' and written
