Community housing includes condominiums':, community apartment proj;ec.ts, and st,o,ck, co.oper:atives. Objectives The City of Petaluma,.,,sh;all attempt to provide fori.,the housing needs of all economic segment's,of the community, by: 1. Insuring a reasonable balance of rental and ownership housing and - a variety of individual choices of. tenure, .type., price and location of housing; 2 rMaintain_inthe ' . ,g supply of rental housing f:or Tow and; moderate-income persons and 'f'ami'lies;, and 3'., 'Red'ucing and avoid;ifig the `disp`lacemen't of to'ng-term residents, par- ticularly' senior 'citizen's and families with s.choo.L-age children', who may be ,requi-red to move from , the community due-to a shortage of- replacement `rentaa housing. Policies The conversion o,f existing apartment buildings to community housing (condominiums,, c'ommun'ity apa'r.tment, projects; and, cooperatives) diminishes the supply 'af renaal-housws and;displaces', residents 'an'd .will tend to require them to move outside of Petaluma when a housing shortage exists. Procedures should be established to relgulaite the conversion of existing apartment buildings to 'community housipg'.' Conversion'; to community housing should only be permitted if, -there are a sufficient number :of vacant renta'1 units, within the `Ct:y of Petaluma to accommodate those households who would be ds;p`lac:ed conversion project. i i a ' q t
