VALLEY OAKS.SUBDIVISION - TENTATIVE MAP
CONDITIONS
1. The applicant shall comply with all recommeneded conditions outlined
by the City Engineer in the attached letter.
2• Site design review will be required fore lots''20, 21, 46 - 54; and when
morethan one contiguous lot is to be'improved by the same builder.
3. Tile developer shall submit various compatible fencing designs for the
open fences and six foot high wooden fences to the Platin-ing Director
for review and approval. Any proposed fencing would then conform
with these plans.
4. Fire hydrants shall be located as prescribed by the Petaluma Fire
Department. The fire hydrants shall'be capable of a fire flow of
1,500 gall.o,ns per minute at 2O lbs. psi, and ut,ilize.single 22" x
4'z" outlets. The private driveway shall be provided with emergency
vehicle turnarounds at the end and midpoints subject to Fire and
Engineering'Department verification of adequacy. (Fire marshal.)
5. Development of Parcel A as a park site shall be ,coordinated between
the Petaluma School -District and the City of Petaluma. 'The developer
is requested, to'rT.igate and turf Parcel A prior to dedication to the
City, subject to review and apprbval of the Public Works Superintendent.
6. Equipment utilized during the construction period shall comply with
the maximum ambient noise levels permissible by the State of Calif-
ornia. These standards will be enforced should complaints be re-
ceived from existing resident's in the vicinity.
7. Development plans and improvements to all lots shall be reviewed
to ensure that adequate fire protection will be provided, especially
to those lots over 180 ft. elevation.
8. To the greatest extent possible, the physical siting and design of
the Valley Oaks homes shall be undertaken.w:i.t;h energy conservation
as a critical design parameter. Mitigation measures to be considered
in the design of. the custom homes shall include; full insulation of
all exterior walls and -roof; installation of thermal pane glass in
compliance with State specifications; use .of light colored roof ing
materi:als'tha;t would not contrast markedly with natural vegetation;
orientation -of building and outdoor activity areas to obtain maximum
benefit from solar heating; orientation of.bu:ilding open•tgs away
from the predominant winter wind direction, particularly on exposed
- T-
hillside lots provision of adequate roof overhangs; installation of
desiduous landscaping. for shading and shielding. purposes,; use of medium
colors on front exposed surfaces and dark colons on recesses protected
from the summer sun. This site 'is highly suitable for solar energy
applications especially for private swimming pools and domestic space
and water heating needs.
9. Should subsurface archaeological remains be .found, all work within 100
feet of the archaeological site shall be stopped and an archaeologist
immediately consulted to investigate the scientific significance of the
site.
10. The conditions, covenants and restrictions to be recorded shall be
submitted for review by the Planning Director in conjunction with the
Final Map.
11. All Planning Commission requited modifications to the Tentative Map
shall be made prior to submittal. of ,the Tentative Map to the City Council.
12. The applicant shall comply with all other applicable City codes and
regulations.
13. Three 15 gallon trees and five 5 -gallon s'litubsj, per the project
allocation pl,:n, shall be planted on each lot subject to Planning
Director approval.
14. The developer shall provide on -,site drainage facilities so as not
to increase the rate of flow into Thompson Creek.
15. No building permits shall be issued for lots 44, 45 and 46 until residential
allotments are received for these units.
16. The Subdivider shall reseed exposed soils after grading to,prevent erosion.
17. Development in the Thompson Creek drainage'basn (except the access street)
shall be withheld until construction of downstream improvements of Thompson
Creek, as planned by the Sonoma County Water. Agency, are commenced by the
:award of a contract.

Subject: Tentative Map for Valley Oaks Subdivision
Dear Sir:
Section 20.16.420 of the City Code specifies that the City Engineer shall
prepare a written report of recommendations on the Tentative Map in relation
to the public improvement requirements of the Subdivision Ordinance and the
provisions of the State Map Act.
1. The portion of 'Thompson Creek adjacent to Lots #-1 and #2 to be dedicated
to.the City should be brought up to Sonoma County Water Agency standards
prior to acceptance of the subdivision improvements so that. the City in
turn may turn over the maintenance responsibilities for Thompson Creek to
the Sonoma County Water Agency.
2. Additional private storm drain easements appear to be necessary in order
to control lot to lot drainage.
3. All houses constructed above elevation 180 feet shall have a water pres-
sure system installed for each unit to maintain adequate house pressure.
The pump •fo.r each lot must not be attached t(o any pipe directly connected
to the,water main or service pipe. Such pumping or boosting of pressure
shall be done from a sump,,cistern or ,storage tank which may be served by
but not directly connected with the water system distribution facilities, i.e.,
that is there must be an air gap between the pump and the water meter.
The City will not own, maintain or accept responsiblity .for the private
pressure system on each lot over contour 180 feet.
4. On Lots 1, 2, 3, 4, 54, 47 and 48 the developer should'd'edicate a one
foot non access easement on the "I" Street frontage.
