RESOLUTION REQUESTING CALPERS APROVAL OF TEMPORARY
EMPLOYMENT EXTENSION FOR PAMELA TUFT AS DIRECTOR OF
GENERAL PLAN ADMINISTRATION
WHEREAS, Pamela Tuft retired from the City of Petaluma in the position of Director,
General Plan Administration effective April 9, 2006; and,
WHEREAS, the City Manager, as agent for the City of Petaluma, retained the temporary
services of Pamela Tuft and appointed her to continue to manage and administer the. process of
updating the City's General Plan through its completion and prospective adoption, a position
deemed to be of limited duration and requiring special skills, effective April 10, 2006; and,
WHEREAS, Pamela Tuft worked as a temporary employee for fewer than 960 hours in
Fiscal Year 2005-2006, ending June 3.0, 2006; and,
WHEREAS, Pamela Tuft possesses unique experience in assessing and managing the
General Plan revision process because of her involvement since its inception in 2001, her
administration of the public input and public comment process in workshops, study sessions and
public hearings, and her involvement in the numerous and exceedingly technical studies,
consultations and data which support the revised General Plan policies and recommendations;
and,
WHEREAS, unexpected developments relating to the General Plan update, including but
not limited to new information regarding existing and future water supply and demand and the
need to reconsider surface water and flood control policies in light of the effects of the New
Year's flood of January 1, 2006, have delayed completion of the General Plan revision beyond
the date expected at the time Pamela Tuft was retained as a temporary employee; and,
WHEREAS, the General Plan revision process is presently scheduled for completion
before the end of Fiscal Year 2007; and,
WHEREAS, Pamela Tuft is expected to reach her maximum of 960 hours for Fiscal
Year 2005-2006 on or about February 15, 2007, and additional work beyond those hours will be
required to complete the General Plan revision process; and,
WHEREAS, Government Code section 21221(h) permits continued employment in
excess of 960 hours for this fiscal year, if the City requests and Ca1PERS grants approval
therefor; and,
WHEREAS, this resolution will be presented to CaIPERS before the expiration of Ms.
Tuft's 960 hour maximum for the present fiscal year; and,

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Petaluma
that:
1. The CaIPERS Board of Administration is hereby requested to approve an
extension for the temporary employment of Pamela Tuft by the City of Petaluma through June
30, 2007, in excess of 960 hours; and,
2. The City Manager shall immediately transmit this resolution and request to the
Ca1PERS Board of Administration.
