The Council of the City of Petaluma hereby proposes to submit a measure for the`qua-lified electors of the City of Peta- luma pursuant to Article XXXIV of the California Constitution to read as follows: PROPOSAL PURSUANT TO ARTICLE XXXIV OF THE CALIFORNIA CON- STITUTION TO PERMI'-T HOUSING FOR LOW INCOME SENIOR CITIZEN AND ;HANDICAPPED PERSONS' TO READ IN FULL AS FOLLOWS: CITY OF PETALUMA Shall a housing project as defined in LOW INCOME SENIOR Article'XXXIV of the California Con - CITIZEN -AND HANDI- stitution for low and moderate income CAPPED HOUSING elderly or handicapped households be PROPOSAL ed develo , constructe` p d, , financed or acquired in the City "of'Petaluma sub- ject to the following conditions: A. Housing built or rehabilitated pursuant to this measure shall not exceed 5% of the total dwelling units within the City of Petaluma. B. Any development proposed pursuant to .this measure shall be subject to all zoning, building permits, use permits, pubLi'c hearings., and review procedures that apply to any similar deve''lopment.in the City of Petaluma. C. This authorization at,.o,n does not extend permission for expenditure of city general fund monies for such housing." Section 3.
