HomeMy WebLinkAboutResolution 93-210 08/02/1993.~" Resolution No. 93-210 N.C.S. 1 of the City of Petaluma, California 3 4 APPROVING UPDATED TRANSIT COORDINATION AGREEMENT 5 BETWEEN 'TRANSIT OPERATORS IN SONOMA COUNT 6 7 8 9 WHEREAS, pursuant to Government Code section 66516 and guidelines established by 10 the Metropolitan Transportation Commission Resolution No. 2137, connecting transit systems 11 are required to establish coordination agreements; and 12 WHEREAS, a coordination agreement was entered into among the following Sonoma County transit operators in January 1981: Golden Gate Transit, Sonoma County Transit, Santa Rosa CityBus, Petaluma Transit, Healdsburg Transit, Sebastopol Transit and Cloverdale Transit; and WHEREAS, said coordination agreement has been revised in order to comply with 13 14 15 16 17 18 SB602. NOW, THEREFORE BE IT RESOLVED the City Council hereby approves the Transit Coordination Agreement as revised. COORDINATION AGREEMENT BETWEEN TRANSIT OPERATORS IN SONOMA COUNTY The purpose of this agreement is to provide a framework for coordination between the following. transit operators in Sonoma County: Golden Gate Transit (GGBHTD), Sonoma County Transit (County of Sonoma), Santa Rosa CityBus (City of Santa Rosa), Petaluma Transit (City of Petaluma), Healdsburg Transit (City of Healdsburg), Sebastopol Transit (City of. Sebastopol), and Cloverdale Transit (City of Cloverdale). The intent of this agreement is to identify and describe coordination efforts of each transit operator, provide an equitable process whereby each operator can satisfy their Transportation Development Act (TDA) fare box recovery requirements, provide a transfer policy which is efficient and easily understood, and offers the user greatest opportunity to interface with and transfer between systems. This agreement is restricted to fixed route systems and does.not include any demand responsive, paratransit services operated by a participating party. This agreement is made and entered into pursuant to the provisions of Section 66516 of the Government Code of the State of California that requires connecting transit systems' to establish coordination agreements (SB602) including fare, schedule and public information agreements. It is also consistent with the guidelines established by the. Metropolitan Transportation Commission (MTC) Resolution No. 2137. W I T N E S S E T H WHEREAS, connecting transit systems in Sonoma County are required to enter into coordination agreements; and, WHEREAS, the following transit operators: Golden Gate Transit (GGBHTD) Sonoma County Transit (County of Sonoma) Santa Rosa CityBus (City of Santa Rosa) Petaluma Transit (City of Petaluma) Healdsburg Transit (City of Healdsburg) Sebastopol Transit (City of Sebastopol) Cloverdale Transit (City of Cloverdale) shall be collectively referred to as PARTIES and individually as PARTY; and, ~~~®e ~ ~ _ 21 0 ~ C S ~XI°di~l'~" A WHEREAS, the PARTIES wish to enter into a cooperative agreement relative to transit services provided by each within Sonoma County; and, _ WHEREAS, each PARTY desires to provide the general public with convenient and safe transportation services and to cooperate and coordinate in route planning, scheduling, stops, transfers, fares, and information dissemination; and, WHEREAS, the goal. is to ensure equalization of the fare structure by all operators for similar length and type of trip; THEREFORE, it is mutually agreed as follows: 1. Public Information To cooperate, to the extent practical, iri providing the public with specific transit information, in advertising the. operations of all PARTIES, and in promoting the general use of public transit services. 2. Schedules To cooperate, to the extent practical; in coordinating schedules at all major transfer points. 3. Fares To establish fare agreements between PARTIES that promote the convenience of transfering between systems. 4. Transfers A. Each PARTY shall except other PARTIES transfer valued at a price established by and at the sole discretion of the accepting PARTY. However, each PARTY shall notify each of the other impacted PARTIES as to the transfer value accepted, transfer practices, and publish the transfer practices and values in their respective route schedules. The transfer value shall be used as a credit toward the patron's applicable fare provided the time permitted for transferability has not expired. PARTIES' shall give 60 days written notice to other affected PARTIES prior to implementing new transfer values, policies, and practices. ~~s®. ~~- 2 Y O N C S z ~ ~~ B. Each PARTY shall furnish a transfer ticket with .the appropriate time validation and related information in cooperation with other impacted PARTIES. These tickets shall be issued to patrons only and not sold by the issuing PARTY. Each PARTY will be responsible .for defining the length of time that will be permitted between issuance of a transfer by another PARTY and acceptance by them. Only one transfer ticket shall be issued to each boarding patron requesting a transfer. C. Transfers between routes within each PARTIES' own system shall be at their individual discretion and not considered part of this agreement. 5. Bus Stops A. PARTIES shall cooperate in the location, installation, and maintenance of all jointly used bus stops. B. Each PARTY shall be solely responsible for .any claims for damages arising out of the installation of its' bus stops. 6. operational Information It is the responsibility of each PARTY to inform other PARTIES of any future plans which may affect". the operation or coordination with another PARTY, as soon as practical. Changes to meet temporary demand and/or emergency situations do not apply. 7. Claim to Funds Nothing in this agreement shall cause any party to exchange funds or to make any claims on Transportation Development Act and/or local transportation funds duly allotted to each PARTY. 8. Terms of l~greement The .term of the agreement. shall commence on and shall remain 'in full force and effect until one PARTY provides the other PARTIES with a minimum sixty (60) day notification of intention to terminate this agreement. Said termination shall be.. effective on the date provided in s°a id notice. This agreement shall supersede any previous similar agreements between any of the PARTIES. Termination by a signatory to this agreement excludes that PARTY from the agreement but. does not affect- the other signatories. The agreement shall remain in force for all PARTIES who have not terminated their participation. g$~~~.~ ~ ®21 O N C ~° 3 1 ~T' A This agreement shall be binding on all PARTIES signing and is not required to have all PARTIES signing to be in effect. 9. Supplemental Agreements Supplemental agreements, describing specific coordination arrangements between two or more PARTIES, can be attached to this agreement. Supplemental agreements must be consistent with the content of this agreement.
