of the City of Petaluma, California
AUTHORIZING THE CITY MANAGER TO EXECUTE THE PROFESSIONAL SERVICES
AGREEMENT WITH MARK THOMAS & COMPANY, INC. FOR ENVIRONMENTAL,
PERMITTING,AND ENGINEERING SERVICES FOR THE CAULFIELD BRIDGE AND
EXTENSION PROJECT (PROJECT #C16401824)
WHEREAS, the City of Petaluma wishes to complete all remaining work needed to bring the Caulfield
Bridge to "shovel-ready" status; and
WHEREAS, this project requires the services of a quality professional engineering design firm experienced
in designing moveable bridges; and
WHEREAS,Mark Thomas & Company, Inc. responded to the City's Request for Proposals and was chosen
based on their proposal,reputation, and experience designing complex public works projects,including moveable
bridges; and
WHEREAS, the scope of work in the attached Professional Services Agreement includes the environmental
review phase for the Caulfield Bridge and Extension Project. The consultant will determine, provide, and submit
the appropriate environmental documents,which are anticipated to be subject to California Environmental Quality
Act(CEQA) and National Environmental Policy Act(NEPA) approvals; and
WHEREAS, approval of the PSA is not a project pursuant to CEQA as it does not in and of itself result in
any direct or indirect environmental impacts and any future work that comes from the PSA will have its own
environmental review.
WHEREAS, staff recommends the City execute a Professional Services Agreement with Mark Thomas &
Company, Inc. for the Caulfield Bridge and Extension Project.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby:
1. Declares the above recitals to be true and correct and are incorporated herein as findings of this Resolution.
2. Finds that the scope of work in the attached Professional Services Agreement includes the environmental
review phase for the Caulfield Bridge and Extension Project. The consultant will determine, provide, and
submit the appropriate environmental documents, which are anticipated to be subject to California
Environmental Quality Act(CEQA) and National Environmental Policy Act(NEPA) approvals. Approval of
the PSA is not a project pursuant to CEQA as it does not in and of itself result in any direct or indirect
environmental impacts and any future work that comes from the PSA will have its own environmental
review.
3. Authorizes the City Manager to sign the attached Professional Services Agreement for environmental,
permitting, and engineering services with Mark Thomas & Company, Inc. in support of the Caulfield Bridge
and Extension Project,project no. C16401824, in the amount not to exceed $5,298,685.
