of the City of Petaluma, California
AUTHORIZING SUBMITTAL OF APPLICATION(S) FOR ALL CALRECYCLE GRANT
AND PAYMENT PROGRAMS FOR WHICH THE CITY OF PETALUMA IS ELIGIBLE
FOR A PERIOD OF FIVE (5)YEARS
WHEREAS,Public Resources Code sections 48000 et seq., 14581,and 42023.1(g),authorize the Department
of Resources Recycling and Recovery (CalRecycle) to administer various grant and payment programs in
furtherance of the State of California's (state) efforts to reduce, recycle and reuse solid waste generated in the
state thereby preserving landfill capacity and protecting public health and safety and the environment; and
WHEREAS, in furtherance of this authority, CalRecycle is required to establish procedures governing the
administration of the payment programs; and administration of the application, awarding, and management of the
grant programs; and
WHEREAS, CalRecycle's procedures for administering payment and grant programs require, among other
things, an applicant's governing body to declare by resolution certain authorizations related to the administration
of the payment and grant program.
NOW, THEREFORE,BE IT RESOLVED,by the City Council of the City of Petaluma as follows:
1. The above recitals are hereby declared to be true and correct and are incorporated into this resolution as
findings of the City Council.
2. These actions are exempt from the California Quality Act (CEQA) pursuant to Sections 15301 (Existing
Facilities) and 15303 (New Construction of Small Structures) of the State CEQA Guidelines as this action
will result in the replacement of existing trashcans and the placement of new trashcans. Additionally, this
action is exempt pursuant to the commonsense exemption as the addition and replacement of new trashcan
receptacles will reduce any impacts caused by illegal dumping.
3. The City of Petaluma is authorized to accept all CalRecycle grant funds for any and all grant and payment
programs offered.
4. That City Manager or his/her designee is hereby authorized and empowered to execute in the name of the City
of Petaluma, all documents, including but not limited to, applications, agreements, amendments and requests
for payment, necessary to secure funds and implement the approved grant or payment project.
5. That these authorizations are effective from the date of adoption through June 5, 2028 (maximum of five (5)
years).
