of the City of Petaluma, California
APPROVING THE FUNDING APPROPRIATIONS FOR THE CITY OF PETALUMA
HOMELESS SERVICES AND LANDLORD RECRUITMENT PROGRAMS AND
AUTHORIZING THE CITY MANAGER TO EXECUTE ANY DOCUMENTS
NECESSARY TO IMPLEMENT THE PROJECTS AND PROGRAMS
WHEREAS,the City Council of the City of Petaluma adopted the Homeless Services Strategic Action Plan
to End Homelessness on June 20,2022 with Resolution No.2022-110 N.C.S which provide guidance and priorities
for City polices,programs and investments over a three-year period ending June of 2025. The plan identifies and
outlines specific strategies to accomplish the City's vision to end chronic homelessness in Petaluma; and
WHEREAS,request for funding for prof ects and programs are received annually,for the purpose of providing
programs and to implement the City of Petaluma Homeless Services Strategic Action Plan,that include Homeless
Services and Landlord Recruitment Programs; and
WHEREAS, on May 1, 2023, city staff presented on the Petaluma Pathway to Housing Program, Year One
Implementation progress,which highlighted accomplishments aligned with the plan goals and received comments
and feedback from council and the community on plan activities; and
WHEREAS, the City Budget was adopted by City Council on June 5, 2023, which included the
appropriations for the Homeless Services and Landlord Recruitment Programs allocated from the City General
Fund, State of California Encampment Resolution Grant Program,and the County of Sonoma Measure O funding;
and
WHEREAS, a the City will execute Professional Services Agreements with three agencies listed below to
provide Homeless and Landlord Recruitment Services in the following amounts, Downtown Streets Team for
Mobile Shower and Work Experience Programs in the amount of Four Hundreds Eighty Dollars ($498,000.00),
Committee on the Shelterless (COTS) for Peoples Village and Mary Isaak Shelter Services in the amount of Five
Hundred and Seventy-Five Thousand Dollars ($575,000), and HomeFirst for Intensive Case Management Street
Outreach and Landlord Recruitment Services in the amount of $Seven Hundred and Fifty Thousand Dollars
($750,000); and
WHEREAS, if funded the proposed programs are exempt from the requirements of the California
Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378, in that if funded the
services did constitute a"project"under CEQA it would be exempt pursuant to CEQU Guidelines Section 15061
as it can be seen with certain that funding these services won't have an impact on the environment.
NOW, THEREFORE, BE IT RESOLVED,by the City Council of the City of Petaluma as follows:
1. The above recitals are hereby declared to be true and correct and are incorporated into this resolution as findings
of the City Council.
2. Approving and funding the programs for homeless services, and landlord recruitment services for already
existing units is exempt from the requirements of the California Environmental Quality Act (CEQA) in
accordance with CEQA Guidelines Section 15378, in that if funded and the services did constitute a"project"
under CEQA it would be exempt pursuant to CEQA Guidelines Section 15061 as it can be seen with certain

that funding these services won't have an impact on the environment.
3. The projects and programs funded by the City of Petaluma General Fund, County of Sonoma Measure O and
State of California Encampment Grant funding, and included in the approved City budget, are adopted.
4. The City Manager is authorized to execute agreements and related documents to implement the projects and
programs.
