of the City of Petaluma, California
APPROVING A LETTER OF SUPPORT FOR AB 1657 (WICKS),
THE AFFORDABLE HOUSING BOND ACT OF 2024
WHEREAS,the City of Petaluma's has had an affordable housing program since 1984; and
WHEREAS, if approved, AB 1657 (Wicks) would make $10 billion in new funding available statewide for
affordable housing programs; and
WHEREAS, Petaluma's existing affordable housing program receives funding from California affordable
housing programs that would be augmented by AB 1657, increasing the potential for additional new funding for
Petaluma's programs; and
WHEREAS, additional funding for affordable housing programs aligns with the Council goals related to A
City That Works For Everyone and A Safe Community That Thrives; and
WHEREAS, adoption of this Resolution is exempt from the California Environmental Quality Act (CEQA)
in accordance with CEQA Guidelines Section 15061(b)(3), which establishes the general rule for projects
concerning which it can be seen with certainty that there is no possibility that the activity in question may have a
significant effect on the environment.
NOW, THEREFORE,BE IT RESOLVED,by the City Council of the City of Petaluma as follows:
1. Find the above recitals to be true and correct and are incorporated herein as findings of this Resolution.
2. Authorizes the City Council to sign the Letter of Support attached as Exhibit A to this Resolution.
Under the power and authority conferred upon this Council by the Charter of said City.

Dear Assembly Member Wicks,
The City of Petaluma is pleased to support your AB 1657, which would place a
$10 billion bond measure on the March 2024 ballot to spur the production of
affordable and supportive housing.
Housing affordability and homelessness are among the most critical issues facing
Californians today. City officials intimately understand these crises firsthand.
Local leaders are working to find creative solutions so homes of all income levels
can be built. That is why cities are calling on the Legislature and the Governor to

AB 1657 would provide targeted and significant funding to support community-
E-Mail based solutions that get our residents off the streets and keep them in their homes.

A recent statewide survey by Cal Cities underscores the need for funding. The
results show that cities believe limited supportive housing options and lack of
ongoing funding are the top two barriers to preventing and reducing homelessness.
The City of Petaluma partners with non-profit organizations such as Committee on
the Shelterless (COTS), Eden Housing, Rebuilding Together, PEP Housing,
Burbank Development and Management Corp, Housing Land Trust of Sonoma
County, Buckelew Programs, Petaluma People Services Center, Downtown Streets
Economic Development Team and HomeFirst; these organizations provide an integral community-building

these programs with new state funding made available through AB 1657 would go

The investments proposed in AB 1657 would come at a critical time as the last
Information Technology Division round of funding for the state's flagship multi-family affordable housing program,

Fax(707)776-3623 the Multifamily Housing Program, was oversubscribed ten to one. Affordable
housing projects are ready to go if funding is available.
The City of Petaluma believes that now is the time to invest in affordable housing.
With the slowing economy, stubbornly high inflation, and the heightened threat of
OYVOFTYMITT an economic recession, we know that our residents, now more than ever, are at

risk of housing instability, losing their homes altogether, and falling into
homelessness.
For these reasons, the City of Petaluma supports AB 1657.
