HomeMy WebLinkAboutResolution 2023-097 N.C.S. 06/19/2023 DocuSign Envelope ID: 1 E71 D8130-C1 E5-4920-AC1 C-OE84A202FF13 Resolution No. 2023-097 N.C.S. of the City of Petaluma, California APPROVING FIXED AND OBSERVED HOLIDAYS FOR FISCAL YEAR 2023/2024 WHEREAS, the City provides twelve paid holidays and one floating or personal leave holiday to employees annually as designated in each Memoranda of Understanding(MOU) and Compensation Plan; and, WHEREAS,the MOUs and Compensation Plan for each unit specify the fixed and observed holidays for that unit; and, WHEREAS, a fixed holiday is the actual holiday the City has agreed to recognize and the observed holiday is the date the fixed holiday will be observed and employees provided the day off or depending on their position, receive holiday pay in lieu; and, WHEREAS, the proposed action is exempt from the requirements of the California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378(b)(4), in that approving the City's fixed and observed holidays for fiscal year 2023-2024 does not meet CEQA's definition of a "project," because the action does not have the potential for resulting either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment,and because this is a personnel-related action that constitutes organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment. NOW, THEREFORE,BE IT RESOLVED,by the City Council of the City of Petaluma as follows: 1. Declares the above recitals to be true and correct and are incorporated into this resolution as findings of the City Council. 2. Finds that the proposed action is exempt from the requirements of the California Environmental Quality Act(CEQA)in accordance with CEQA Guidelines Section 15378(b)(4), in that approving the City's fixed and observed holidays for fiscal year 2023-2024 does not meet CEQA's definition of a "project," because the action does not have the potential for resulting either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment, and because this is a personnel-related action that constitutes organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment. 3.
