REPEALING RESOLUTION NO. 2021-083 N.C.S. TO DISCONTINUE
THE TECHNOLOGY ADVISORY COMMITTEE
WHEREAS, the City Council created the Technology and Telecommunications Advisory Committee on
June 6,2005,by adopting Resolution No.2005-079 N.C.S.,which established the Committee as a body consisting
of nine members, with staggered terms, meeting once a month; and
WHEREAS, on August 6, 2007, the City Council adopted Resolution No. 2007-144 N.C.S.,which repealed
and replaced the previously adopted resolution related to the Committee, reduced the size of the Committee
membership to seven members, provided that one of the members would be a City Council Liaison, set the
members'terms at three years,limited members to serving a maximum of three terms,and established the mission,
duties, and authority of the Committee; and
WHEREAS, on June 6, 2011, by adopting Resolution No. 2011-084 N.C.S., the City Council changed the
Technology and Telecommunications Advisory Committee name to the Technology Advisory Committee to more
accurately reflect the types of technology-based businesses located in Petaluma; and
WHEREAS, on September 16, 2019, the City Council adopted Resolution No. 2019-153 N.C.S. which
repealed and replaced the previously adopted resolutions related to the Committee, reduced the composition of
the Committee to five members, eliminated the position of City Council Liaison from the Committee, provided
that Committee members would meet quarterly, and consolidated the mission, duties, and authority of the
Committee; and
WHEREAS, on June 7,2021,the City Council adopted Resolution No. 2021-083 N.C.S. which repealed and
replaced the previously adopted resolutions related to the Committee, provided that Committee members would
meet monthly, and permitted Committee members to serve up to four terms; and
WHEREAS, the mission of the Technology Advisory Committee is to promote access to electronic
information and community resources for all citizens while protecting individual privacy and free expression; and
WHEREAS, due to lack of substantive business items to discuss, the Technology Advisory Committee has
canceled a majority of its meetings over the past year; and
WHEREAS, City staff and City Council have determined that the mission of the Technology Advisory
Committee could be better fulfilled through the use of ad-hoc committees which will provide greater meeting
flexibility without administrative burden; and
WHEREAS, eliminating the Technology Advisory Committee is exempt from the requirements of the
California Environmental Quality Act(CEQA)in accordance with CEQA Guidelines Section 15378(b)(5),in that
eliminating the Technology Advisory Committee does not meet CEQA's definition of a "project," because the
action does not have the potential for resulting in either a direct physical change in the environment or a reasonably
foreseeable indirect physical change in the environment, and because the action constitutes organizational or
administrative activities of governments that will not result in direct or indirect physical changes in the
environment; and
NOW, THEREFORE,BE IT RESOLVED,by the City Council of the City of Petaluma as follows:

1. Declares that the above recitals are true and correct and are incorporated into this resolution as findings of the
City Council.
2. Finds that eliminating the Technology Advisory Committee is exempt from the requirements of the California
Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378(b)(5), in that
eliminating the Technology Advisory Committee does not meet CEQA's definition of a "project," because
the action does not have the potential for resulting in either a direct physical change in the environment or a
reasonably foreseeable indirect physical change in the environment, and because the action constitutes
organizational or administrative activities of governments that will not result in direct or indirect physical
changes in the environment.
3. Resolution No. 2021-083 N.C.S. is hereby repealed in its entirety and the Technology Advisory Committee
is hereby discontinued.
