of the City of Petaluma, California
REPEALING RESOLUTION NO. 2017-088 N.C.S. TO DISCONTINUE
THE YOUTH COMMISSION
WHEREAS,the City Council,in cooperation with the Petaluma Board of Education and the Petaluma Health
Care District, established the Youth Commission and Teen Council on October 18, 1999,by adopting Resolution
No. 99-204 N.C.S.; and
WHEREAS, on December 15, 2008, the City Council adopted Resolution No. 2008-226 N.C.S., which
repealed and replaced the previously adopted resolution related to the Committee, adding the Teen Council to the
Youth Commission, forming one Youth Commission, and clarifying the duties, authority, composition, voting,
terms, vacancies, and criteria for removal; and
WHEREAS,on February 1,2010,the City Council adopted Resolution No. 2010-020 N.C.S.,which repealed
and replaced the previously adopted resolutions related to the Committee and added a Council liaison as a voting
member; and
WHEREAS, on November 19, 2012, the City Council adopted Resolution No. 2012-162 N.C.S., which
repealed and replaced the previously adopted resolutions related to the Committee and added an adult member
bringing the total composition of the Commission up to twenty-four members including eight adults, fourteen
youth, one City Council liaison, and one Recreation, Music, and Parks Commission liaison; and
WHEREAS,on June 5,2017,the City Council adopted Resolution No. 2017-088 N.C.S.,which repealed and
replaced the previously adopted resolutions related to the Committee and increased the number of youth members
and established five non-voting youth positions whereby bringing the total composition of the Commission up to
thirty-five members including eight adults, up to twenty-five youth (five non-voting), one City Council liaison,
and one Recreation, Music, and Parks Commission liaison; and
WHEREAS, the mission of the Youth Commission is to be an advocate for the well-being and development
of the City of Petaluma youth through the age of 21 in the five areas of health, safety, recreation jobs, and
community engagement; and
WHEREAS, the Youth Commission has met difficulty in retaining members or making quorum in order to
conduct meetings; and
WHEREAS, City staff and the City Council have determined that the mission of the Youth Commission
could be better fulfilled through the addition of youth member positions on other City committees and
commission; and
WHEREAS, eliminating the Youth Commission is exempt from the requirements of the California
Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378(b)(5), in that
eliminating the Youth Commission does not meet CEQA's definition of a "project,"because the action does not
have the potential for resulting in either a direct physical change in the environment or a reasonably foreseeable
indirect physical change in the environment, and because the action constitutes organizational or administrative
activities of governments that will not result in direct or indirect physical changes in the environment; and
NOW, THEREFORE,BE IT RESOLVED,by the City Council of the City of Petaluma as follows:

1. Declares that the above recitals are true and correct and are incorporated into this resolution as findings of the
City Council.
2. Finds that eliminating the Youth Commission is exempt from the requirements of the California
Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378(b)(5), in that
eliminating the Youth Commission does not meet CEQA's definition of a "project," because the action does
not have the potential for resulting in either a direct physical change in the environment or a reasonably
foreseeable indirect physical change in the environment, and because the action constitutes organizational or
administrative activities of governments that will not result in direct or indirect physical changes in the
environment.
3. Resolution No. 2017-088 N.C.S. is hereby repealed in its entirety and the Youth Commission is hereby
discontinued.
