In addition to the I reconstruction of the, street section and
the utility .work i`ncludin'g fire hydrant relocations" and,replace-."
ments, the project° would, also include new curbs,,, gutters and "side.
walks over the full length,. new traffic signals a,t P`ayran Street
and provisions for future signals at Ellis Street, new street
lights and,new pavement markers and signs.
There' are two particularly critical elements: with respect
to the de;s.ign work. The first involves making the new work
conform properly to five existing i-nte.rsections and approximately
45 driveways,. while satisfying minimum slope arid drainage require
men:ts. The second involves programming the improvements in such
a fashion that traffic. disruptions and 'interference with access
to established businesses: can be kept to an abso`ltte minimum
during construction.
The project is being funded under the auspices' of the
Federal Aid Urban (FAU) Program .as administered by .C'altrans.;
The 'City lias ea tabl_i'she'd.a_ preliminary construction `bud.get of`
$',800,000 based' upon the assumption that the project will 'be
released for bidding, in March 1980.
INFORMATION`AND WORK TO BE .FURNISHED BY CITY
It is. understood. that the following items of work have been
completed by the City:
1,. Al,l .environmental impact hearings have been.'held
and al`l requirements have been established.
2 All right -o f' -way surveys, plats and descriptions
have been completed and the ri;gIht-of-way has been
secured over the entire.length of "the project.
3'. Aerial ,mapping. has been. completed at a scale of.
40 and the original -;mylars will be furnished
to the project consultant.
4 'The locaton_s, of existing water,,sewer and gas
1 -fines have beenmapped by the City; Engineering.
Department including the elevations of all but
one of the existing sewer laterals. This
information will beproyided-to the.Co;nsultant°
for use in the design of the project

ENGINEERING

A. Design Phase

(4) Prepare and submit proposed contract change orders.
(5) Review and comment upon c-ontractor's submittals
and shop drawings.
(6) Review and approve contractor's schedule of amounts
for progress payments.
(7) Certify partial payments to contractor.
(8) Prepare and process all reports and forms required
by Caltrans under the FAU program.
(9) Perform final acceptance inspection.
(10) Prepare and submit as -built drawings following
completion of construction.

PROPOSED PAYMENT. FOR ENGINEERING SERVICES
It is proposed that the design surveys described in Item A
(1) be performed on an hourly rate basis. in accordance with the
schedule of charges attached hereto as Exhibit A with a budget
estimate of 1-1/2% of'the, construction cost.
For Items 2 through '7 of the'Design,P_hase, a fee determined
in accordance with Curve. B of the ASCE Manual of Engineering
Practice -. No. 4'5, dated' 19'7'5, is proposed. While the project
is of above average complexity, the preliminary work already
completed by the City justifies :the use of the lower fee curve.
The fee would be 6.80 on, an $800,000 proje'ct,.
For Item A (8'),. the furnishing of 60 sets of plans and
specifications, it is proposed that payment be based upon
direct reproduction costs plus 25% as indicated on Exhibit A.
Due to the uncertainity involved in estimating the duration
of the construction c,on'tract at this time, it is proposed that
all work during the construction phase be accomplished on an
hourly rate basis, For budget purposes, it may be estimated
that construction stakeout would approximate,;2`% of the construc-
tion cost. All other services during the construction phase are
estimated at 6% of the construction cost.
Billings would be submitted..monthly as' the work progressed.
It is anticipated that the hourly rates -for engineering, draft-
ing and clerical work as shown on Exhibit 'A, would increase
effective -February '26, 1980. Rates for surveying can be
expected to increase effective July 26, 1980.

We do not foresee any problems in meeting the proposed
schedule with respect to the.'activities within our control.
EXPERIENCE IN SIMILAR PROJECTS
The firm of Brelje and Race, Consulting Civil Engineers,
has been in business in Sonoma County for 25 years. The firm
presently has 35 employees including 12 civil enginee-rs, two
licensed land surveyors, a registered geologist and supporting
technicians and clerical staff. We;have recently been involved
in 5 separate EPA projects which have administrative require-
ments very similar to those set forth in the.FAU program;., As
a result, our clerical staff has become adept at checking and
processing the Employment Reports required under Federal Aid
projects.
Design and construction projects similar to East Washing-
ton Street with which we have been involved would include
Highway'101 widening through'the heart of downtown Cloverdale
-during the peak summer traffic period. This project was done
in conjunction..with Caltrans. Other street widening projects
of a similar character include We'st'Steele Lane and Middle
Rincon Road for the County of Sonoma and Santa Rosa Avenue,
Sonoma Avenue and South "E" Street.for the Urban Renewal Agency
of the City of Santa Rosa.

We are presently pe;r:formingth'e design surveys and mapping
for the Downtown Santa Rosa Improvement Program. The survey
work is being performed between midnight and 8:00 a.m. to avoid
traffic interferance. I -t is working out very successfully and
we would anticipate follown_g.a similar routine if selected for
the East Washington Street Project.
PROJECT TEAM
The project m'anager.would be William B..Race, a founding
partner of the firm and a registered engineer with more than
25 years of experience. He would be responsible for overall
project management: including scheduling, meetings with the
City and administrative agencies, design concepts,.final
review of the:drawi_ngs and specifications and general.super-
vision of contractor -engineer correspondence and discussions.
The project engineer would be Lero.y'Carlenzoli, a
registered engineer with 15 years of experience and a.princi-
pal in the,pre,sent firm. He .would be --responsible for the
coordination of.'the survey work,.design work, drafting and
reproduction, in addition to being involved in establishing
the basic design concepts and reviewing al_l.ma'jor design
decisions. He would also be directly involved in any
significant decisions relative to construction.
The lead design engineer would be:Dave Hanson, a graduate
engineer with extensive construction. -inspection experience.
It is anticipated that he would also serve,as the resident
engineer -inspector on the project following completion of the
design work.
OUTSIDE CONSULTANTS
If selected for the project,,,we, would propose to use
Donald K. Goodrich as a consultant for'th'e design and
inspection of the traffic signal system. Mr. Goodrich is a.
traffic engineering specialist who is ,already somewhat familiar
with the project, having'p'artic-ipated in the preparation"°of the.
Environmental Impact Report.
We would propose to engage a'soi'l's and materials laboratory
satisfactory to the City to. perform compliance testing during
the course of the construction„project. All other work contem-
plated in the contract would be performed directly by this office.
