HomeMy WebLinkAboutResolution 2023-122 N.C.S. 08/07/2023Resolution No. 2023-122 N.C.S. of the City of Petaluma, California AUTHORIZING THE CITY OF PETALUMA TO ACCEPT A GRANT AWARD OF UP TO $60,000 FROM THE CALIFORNIA ENERGY COMMISSION TO AUTOMATE RESIDENTIAL SOLAR PERMITS WHEREAS, in 2022 California lawmakers passed the Solar Access Act (SB 379, Wiener) which requires Petaluma to adopt an automated online permitting platform for standard residential solar and storage systems; and WHEREAS, with the passage of Senate Bill 129 (Skinner, Budget Act of 2021) the Energy Commission received $20 million from the General Fund appropriated to support a grant program for California cities, counties, or cities and counties to establish online solar permitting; and WHEREAS, the California Automated Permit Processing (CalAPP) Program administered by the California Energy Commission supports local jurisdiction implementation of the Solar APP+ software; and WHEREAS, accepting the funding from Energy Commission will reduce costs to implement the SolarAPP+ software for the Citizens of Petaluma; and NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows: 1.Declares the above recitals to be true and correct and are incorporated into this resolution as findings of the City Council. 2.Finds this action is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines 15262 Feasibility and Planning Studies. 3.Authorizes the City Manager or her designee to execute all documents necessary to accept the CalAPP Grant in the amount up to $60,000 for costs associated with the implementation of the NREL’s SolarAPP+ software program. Under the power and authority conferred upon this Council by the Charter of said City.
