of the City of Petaluma, California
AUTHORIZING THE CITY MANAGER OR DESIGNEE TO SUBMIT AN APPLICATION FOR
AN UP TO $5,000,000 COMMUNITY RESILIENCE CENTERS (CRC) PROJECT DEVELOPMENT
GRANT FROM THE STRATEGIC GROWTH COUNCIL AND EXECUTE ALL RELATED
DOCUMENTS IF AWARDED
WHEREAS,the State of California(the "State") and Strategic Growth Council ("SGC") is authorize to
provide approximately$98,600,000 for the fiscal year 2022-2023 to eligible entities for competitive awards in
round 1 of the Community Resilience Centers (CRC) Program, including up to $5,000,000 for project
development grants; and
WHEREAS, the CRC Program is in line with Senate Bill (SB) 155 and Assembly Bill (AB) 211 by funding
projects that enhance both climate and community resilience by offering shelter and resources during
emergencies; and
WHEREAS, funds available include a total of approximately$98,600,000 including Planning Grants
ranging from $100,000 to $500,000, Project Development Grants from$500,000 to $5,000,000, and
Implementation Grants from $1,000,000 to $10,000,000; and
WHEREAS, SGC issued Final Round 1 CRC Guidelines ("Program Guidelines") in April 2023; and
WHEREAS, SGC issued a Notice of Funding Availability("NOFA") dated 05/26/2023 under the CRC FY
2022-2023 Funding Round; and
WHEREAS, applicant is a City and is a City and is eligible to submit an application for and administer
CRC Program Funds; and
WHEREAS, SGC may approve funding allocations for Round 1 of the CRC Program, subject to the terms
and conditions of the Program Guidelines,NOFA, Program requirements, and other contracts between SGC and
CRC grant recipients; and
WHEREAS, if awarded, Applicant hereby agrees to use the CRC funds only for Eligible Activities as
approved by SGC and in accordance with all Program requirements, Program Guidelines, other rules and laws,
as well as in a manner consistent and in compliance with its Application and other contracts between the
Applicant and SGC; and
WHEREAS,the proposed actions are exempt from the requirements of the California Environmental
Quality Act(CEQA) in accordance with CEQA Guidelines Section 15378(b)(4), in that, approving this action
does not meet CEQA's definition of a"project,"because the action does not have the potential for resulting
either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the
environment, and because this is a personnel-related action that constitutes organizational or administrative
activities of governments that will not result in direct or indirect physical changes in the environment.
NOW, THEREFORE, BE IT RESOLVED,by the City Council of the City of Petaluma as follows:
1. Declares the above recitals to be true and correct and are incorporated into this resolution as findings of
Resolution No. 2023-134 N.C.S. Page 1

the City Council.
2. The proposed actions are exempt from the requirements of the California Environmental Quality Act
(CEQA) in accordance with CEQA Guidelines Section 15378(b)(4), in that, approving this action does
not meet CEQA's definition of a "project," because the action does not have the potential for resulting
either a direct physical change in the environment or a reasonably foreseeable indirect physical change in
the environment, and because this is a personnel-related action that constitutes organizational or
administrative activities of governments that will not result in direct or indirect physical changes in the
environment.
3. The City Council hereby authorizes the City Manager or designee to submit an application for an up to
$5,000,000 CRC Project Development Grant from the SGC and execute all related documents if awarded.
Under the power and authority conferred upon this Council by the Charter of said City.
