HomeMy WebLinkAboutResolution 2023-136 N.C.S. 09/11/2023 DocuSign Envelope ID: EB544C77-7C84-4B28-85B7-BF6F3D9923AF Resolution No. 2023-136 N.C.S. of the City of Petaluma, California AUTHORIZING THE PURCHASE OF A COMPUTER-AIDED DISPATCH-AUTOMATIC VEHICLE LOCATION (CAD-AVL) SYSTEM FROM GMV SYNCHROMATICS INC. WHEREAS,in accordance with the City of Petaluma Charter and Municipal Code,and other applicable laws, City staff participated in a multi-agency procurement with neighboring Napa County Transportation and Planning Agency, which featured a Request for Proposals (RFP) for procurement of an automated vehicle location and computer-aided dispatching system (AVL/CAD) (the Project); and WHEREAS,participation in a multi-agency procurement offers clear benefits to the City in terms of greater vendor interest and more competitive pricing; and WHEREAS, a request for information with subsequent RFPs was issued on December 18, 2020, and five(5) proposals were received; and WHEREAS, each proposal was evaluated by staff from each participating agency and scored per the criteria for evaluation in the RFP; and WHEREAS,after evaluation and vendor presentations,staff from all agencies identified GMV Syncromatics, Inc. ("GMV"), as the selected vendor leaving each agency to finalize equipment options and final quantities with GMV, which for Petaluma amounts to $655,000; and WHEREAS, staff has determined that GMV is a qualified vendor and qualified to provide and support the Project; and WHEREAS,the City currently has available funding in the amount of$655,000 to fund the project through a combination of funds for the project including Federal Transit Administration(FTA) 5307 via the MTC Transit Capital Priorities (TCP) Program-$80,000, Transportation Development Act (TDA) Article 4/State Transit Assistance (STA)-$428,084, and TDA Funds-$146,916. NOW, THEREFORE, BE IT RESOLVED,by the City Council of the City of Petaluma as follows: 1. Declares that the above recitals to be true and correct and are incorporated into this resolution as findings of the City Council. 2. Finds that the proposed action is exempt from the requirements of the California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378, in that the purchase of the CAD/AVL system does not meet CEQA's definition of a"project"because the action does not have the potential for resulting in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment, and because the action constitutes organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment. Relatedly,the proposed action is exempt under the commonsense exemption, CEQA Guidelines Section 15061(b)(3) because it can be seen with certainty that there is no possibility that the proposed action could have a significant impact on the environment.-Additionally, if the proposed action were a"project"under CEQA it would be exempt pursuant to CEQA Guidelines Section 15301 (Existing Facilities)as the system would be installed to buses in the City's transportation program. Approves awarding a project to GMV Syncromatics with an amount not to exceed $655,000. 5. Authorizes the City Manager or their designee to execute all documentation related to the CAD/AVL professional services agreement with GMV. 6. A budget adjustment will be brought forward in conjunction with second-quarter budget adjustments in the amount of$655,000. Under the power and authority conferred upon this Council by the Charter of said City.
