Q.- Evaluation & Tentative, Subdivision Map Review of a Proposed. - Twenty -Eight- Lot Industrial Subdivision -to -be Located on North McDowell Boulevard' and Transport Way' LEGAL STItU : iTheonformand, ubdivision is a project under the C.E.Q.A. guide- lines.' e, with the General Plan designation of Transitional,,. the.E.D.P. designation of;.Industrial and the Zoning'Map designation of Light Industrial for the area. GENERAL INFORMATION.* 1. Land Use = The site is 'currently being used -for agricultural purposes,. It is surrounded. by UnitOne-of the North San Francisco Bay ;Industrial Park to the north, Candlewood,Mobile Home Park and Park Place Subdivision to the east, agricultural 'land to the south and the° U'.'&..101 .Freeway to the west. 2. 3. 4. 5. Site Characteristics ,..= `site is' nearly, square'shap:ed, ,flat, covers twenty-four acres, contains several mature trees; and has no outstanding physical features. Siting - All proposed' lots are adequate in 'length; width, area and config- uration-. Landscaping.- No landscaping is proposed at this, time. Internal Circulation; &'-Access - A convenien-C-interna„1 circulation system is proposed. Ac&essl to the: -site is` provided via North McDowell Blvd. and Transport Way: . The .Environmental Design'Plan indicates a second'priority parkway extend- ing from the west under the `Freeway and through the subject site. The General, Plan al -so: calls°' f`or a thoroughfare' in the vicinity. However, both Plans are undergoing revisions that will change,' the alignment of the thoroughfare and interchange:' for the area indicated north of -the Site. The,appl'icant,has not .indicated a thoroughfare,in this area. COMMENTS ,BY REVIEWING AGENCIES: Plan's have been referred to thei following departments °and agencies for review and comment`.: 'City Engineer, Fire. Chief, Chief Building Inspector,, Sonoma. County Water Agency, Pacific Teleplone,`Paci- fic Gas and Electric Company, Northwestern Pfi acic Ra•ilro,ad, Marin/Sonoma Mosquito Abatement, CALTRANS and State Lands Division. All remarks have been integrated into the -remainder of the report.' PUBLIC INPUT: 'Notice of ,public hearing was published ;in the .Argus Courier on Ma 28 1977. Development of the.subdi•vi'siom would4 create both new jobs and a demand for more housing,• S. The'Tentative Ma does not =• Map provide for the parkway "which is designated for the site on the E.D.; P. This particular aspect.is of critical importance in light of the, ,potential future need for an•additional arterial linking. the valley with,other 'sectors of the City.As a condition ,of Tentative Subdivision. Map approval, the City Engineer is recommend'in& that a 50•to 110 foot wide right-of-way'be dedicated to the City along the southern, boundary, 'of' the site to accommodate a .future on-ramp, onto. the Freeway. 7. Additional fire and police protection will be required to serve the subdivision. 8. A substantial increase in the demand upon existing sources of energy could be necessitated depending.on the nature of future..uses. 9:'The site is; located within 1,000 feet of the Tolay Earthquake fault line, as established..by the Hillcrest Hospital R.I.R. 10. Inownfo nration regarding the impact of development on the water•system is not. k. In light of the above consideratons,'th'e' staff recommends that the Commission ; direct •the Planning Director tore 'are •and P P post a Negative Declaration based. on the following findings: 1. Air quality .and noise concerns shall ;be addressed on an individual' -de velopment basis. 2. The reduction of. agricultural land will, be minimal. j.. All new structures, in the proposed industrial park 'will be built in accord- ance with soils and geologic survey recommendations,which must be provided at the time buildings 'are proposed. TENTATIVE MAP RECOMMENDATION;; The staff recommends that the Commission recommend approval of the Tentative Subdivision. Map, to the City,.°Council based- on. the. following findings:. . 1. The proposed subdivision (with required modifications), together with provisions for its. design and improvement, is consistent with the General Plan. 2. The proposed subdivision is compatible with the objectives, policies, general land uses;, and. 'programs specified in said General Plan. 3;.. The site is physically,suitable for the type of development proposed. 4. The site is physically suitable for the proposed density of development. 5. The design`of the Subdivision and the proposed improvements therefore will not cause `substantial'environmental damage., and: no substantial or avoid- able injury will occur to .fish or wildlife or their habitat. 6. The design of the Subdivision and the type of improvements will not cause serious public healtl,problems. 7. The design of the.Subdivision and the type of improvements proposed will not conflict with easements, acquired by the public a -t large, for access. through or use of°property within the proposed subdivision. 8. The discharge of was,t,e from the proposed subdivision into the existing community sewer system will not result in violation of the existing re- quirements.prescrib°ed"by the Regional Water Quality Control Board.
