HomeMy WebLinkAboutResolution 93-332 12/20/1993 Resolution No. 93-332 N ~.s. of the City of Petaluma, California RESOLUTIONSUPPORTINGREGULATORYROUNDTABLE, REGULATORY STREAMLINING PRINCIPLES 1 WHEREAS, the Sonoma County Board of Supervisors recently accepted the report of 2 the Business Regulatory Roundtable and authorized continuation of the Roundtable to pursue 3 the various specific projects described in that report; and 4 5 WHEREAS, the objectives or goals of most regulations are of benefit to the 6 community, but the means by which these objectives are met can often be inefficient, 7 unreasonably costly to the business community and regulatory agencies, and make it more 8 difficult to reach the desired objective; and 9 10 WHEREAS, various efforts are occurring throughout Sonoma County, but more 11 effort is needed to coordinate the various programs and to disseminate different strategies 12 between agencies; and 13 14 WHEREAS, the economic problems of this region are such that unnecessary or 15 inefficient regulatory processes should be corrected as one important means of improving the 16 local business climate; and 17 18 WHEREAS, reductions in funding to state and local agencies are creating a growing 19 need to streamline and consolidate functions, as well as to increase coordination between 20 regulatory agencies working within Sonoma County; and 21 22 WHEREAS, local officials, agency staff, and constituents are better able to 23 understand local problems and circumstances, and therefore identify the most efficient ways 24 to adjust the regulatory system to meet local needs; and 25 26 WHEREAS, state regulations enforced by all local governments provide 27 opportunities for creating consistency and predictability in procedures, and allow for 28 economies of scale in compliance: 29 30 WHEREAS, significant opportunities exist for reform of the regulatory process by 31 working within the discretionary authority of local agencies or the local staff of special 32 districts, state, regional, or federal agencies; 33 34 NOW, THEREFORE, BE IT RESOLVED that the City of Petaluma declares .its full 35 support for the efforts of the regulatory roundtable and for the following principles of 36 regulatory streamlining and when feasible, will pursue them: 37 38 A. Simplification of local permitting procedures through: 39 40 * creation of regulatory teams comprised of both business and agency representatives that 41 would focus on specific regulatory issues that cross agency boundaries, such as hazardous 42 waste management, land development, protection of air and water quality, etc. 93-332 , k~5. n~ ......................._...:.. n.cs. 7G~ ~~~ 43 44 participating in an Agency Day to provide convenient information and access for local 45 businesses, where representatives of various local, state, and federal agencies will staff 46 informational booths, provide educational materials and forms, and participate in panel 47 discussion regarding ways to improve the regulatory climate and compliance; 48 49 * development of standardized permitting and certification. forms and procedures to 50 increase consistency between local agencies and make the process more predictable for 51 applicants; 52 53 B. Coordination and accountability between agencies regarding- specific projects and 54 major regulatory areas through: 55 56 * creating models of ways for complex multi-agency applications to go through 57 coordinated and timely review, including consultation between. agencies to ensure 58 consistency in conditions; 59 60 * addressing specific muli jurisdictional problems affecting business retention; 61 62 pursuing centralized permit and certification centers, including the payment of 63 consolidated fees at a single location and time. 64 65 C. Education of the business community, agency officials and staff, and the general 66 public through: 67 68 * preparation of handbooks that provide non-technical information on regulatory 69 compliance, including specific forms and procedures to be followed; 70 71 participation in various workshops and forums directed at the business community or the 72 general public; 73 74 development of a coordinated course curriculum for the business community and general 75 public at local educational institutions addressing changing regulatory requirements and 76 objectives. 77 78 -2- Reso. 93-332 NCS 79 D. Orientation of regulatory agencies to client service and accountability, both to 80 applicants and general public, through: 81 82 * gathering statistical data regarding applications, including numbers of applications, time 83 to completion, etc.; 84 85 * promoting a "customer service" management style by agency staff; 86 87 * providing the opportunity for agency customers to evaluate the service received. wiuword/resoluU1293 Under the power and authority conferred upon this Council by the Charter of said City.
