2 RESOLUTION APPROVING A MODIFICATION TO THE TENTATIVE MAP
3 FOR THE CADER FARMS HIGHLANDS SUBDIVISION,
4 A 54-LOT RESIDENTIAL PROJECT LOCATED
5 WITHIN THE CORONA/ELY SPECIFIC PLAN AREA
6 AP NO.'S 136-120-81 AND 82

8 WHEREAS, the City Council of the City of Petaluma adopted Resolution No. 91-120
9 approving the Tentative Map for the Cader Farms Highlands Subdivision, a 54-lot
10 residential project on a 20.16 acre parcel, located within the Corona/Ely Specific Plan
11 Area; and

13 WHEREAS, the Council adopted Resolution 93-231 approving the Final Map for the
14 project on September 7, 1993; and
15
16 WHEREAS, Petaluma Highlands, owners and developers of the property, are now seeking
17 Council approval of a proposed modification to their approved Tentative Map to permit
18 the phasing of home construction and related improvements as shown on the Attached
19 "Exhibit A".

21 WHEREAS, the City Engineer and the Planning Director, have examined and reviewed
22 the proposed modification as required by law and their recommendation has been
23 forwarded to and considered by this Council at its meeting held on December 20, 1993.

25 NOW, THEREFORE, BE IT RESOLVED that this Council hereby finds as follows:

The proposed project has complied with the requirements of CEQA pursuant to
Section 15182 of the Guidelines, through preparation and certification of the EIR
for the Corona/Ely Specific Plan on May lst, 1989 (Resolution No. 89-123), which
addressed the potential environmental impacts associated with the development of

the Cader Farms Highlands parcel, and no further environmental analysis is
necessary.
2. The proposed modification to the approved Tentative Map, as conditioned, does not
conflict with the General Plan objectives, policies, general land uses and programs.
3. The proposed modification to the Tentative Subdivision Map, as conditioned, does
not conflict with. the provisions of the Zoning Ordinance.
4. The proposed .modification to the Tentative Subdivision Map, as conditioned, is in
general conformity with the Subdivision Ordinance and the Subdivision Map Act.
5. The proposed modification to the Tentative Subdivision Map, as conditioned, does
not conflict with the policies of the Corona/Ely Specific Plan or the relevant
mitigation measures identified in the Environmental Impact Report prepared for
the Corona/Ely Specific Plan.
BE IT FURTHER RESOLVED, based on the findings set forth above, that the above
referred modification to tentative map is hereby conditionally approved, subject to the
conditions set forth below:
Tentative Map Modification Conditions:
1. The .requirements of the City Engineer shall be completed or satisfied prior to
issuance of certificate of occupancy as follows:

a. The improvement plans shall be modified to reflect the proposed phasing.
Modifications shall be reviewed and approved through revisions.
b. Each phase shall be capable of providing adequate utilities and function
independent of any other phase.
c. Fire flows shall be calculated without Matzen Ranch Circle and submitted
for review.
d. Sanitary sewer and water mains shall be stubbed out and protected.
e. The storm drain system that collects the runoff from the northeast side of the
school site shall be installed with Phase I.
