HomeMy WebLinkAboutResolution 2023-167 N.C.S. 11/06/2023 DocuSign Envelope ID:5CFD8B2A-543E-427A-965A-CE33BA83269F Resolution No. 2023-167 N.C.S. of the City of Petaluma, California RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PETALUMA AUTHORIZING PURCHASE OF A MONARCH MK-V ELECTRIC UTILITY TRACTOR AND AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS NECESSARY TO COMPLETE THE PURCHASE WHEREAS,the City has a goal to achieve carbon neutrality by 2030; and WHEREAS, due to the City's subscription to Sonoma Clean Power's EverGreen service operation of an electric vehicle (including off-road vehicles like tractors) would create no emissions during use; and WHEREAS, the State of California offers incentives for specific, pre-vetted off-road equipment through its CORE program; and WHEREAS, six models of electric tractors are eligible for incentives through the CORE program; and WHEREAS, the Monarch Tractor's MK-V model is the only currently listed model in the CORE program that fits the City's use-case requirements; and WHEREAS,the proposed action is exempt under the common-sense exemption, California Environmental Quality Act(CEQA) Guidelines Section 15061(b)(3), as the use of an electric tractor will reduce emissions from equivalent internal combustion equipment that are typically used for handling compost and mulch products; and WHEREAS, due to the unique circumstances related to the CORE program incentives, the relatively few models eligible for those incentives, and Monarch Tractor's ability to fit the City of Petaluma use case, the Monarch MK-V electric utility tractor is eligible for a sole source purchase. NOW, THEREFORE, BE IT RESOLVED,by the City Council of the City of Petaluma as follows: 1. Declares that the above recitals to be true and correct and are incorporated into this resolution as findings of the City Council. 2. Find that the proposed action is exempt under the common-sense exemption, California Environmental Quality Act(CEQA)Guidelines Section 15061(b)(3),as the use of an electric tractor will reduce emissions from an equivalent internal combustion equipment that are typically used for handling compost and mulch products.Additionally,any use of the tractor would be categorically exempt pursuant to CEQA Guidelines Section 15304 (Minor Alterations to Land) as the tractor will be used for temporary non-permanent maintenance uses. 3. Finds that the unique circumstances related to the limited eligibility of models for purchase through the California CORE program justify a sole source purchase and is additionally exempt from the City's Resolution No. 2023-167 N.C.S. Pasadena Redevelopment, Agency (1980) 104 CAM 631 and therefore the City's purchasing requirements were satisfied with this purchase. 4. Approves of the purchase of one (1) Monarch Tractor MK-V electric utility tractor from Monarch Tractors for a net price of$53,546.92 after CORE incentives. 5. Authorizes the City Manager, or her designee, to execute any necessary agreements and documents to complete the purchase of the tractor and related equipment. Under the power and authority conferred upon this Council by the Charter of said City.
