HomeMy WebLinkAboutResolution 92-050 02/18/1992a R~S~IL.1t10Y1 ~®. 92-50 N ~.5. of the City of Petaluma, California RESOLUTION MAKING RECOMMENDATION TO PETALUMA COMMUNITY DEVELOPMENT COMMISSION REGARDING SUBSIDY PROGRAM FOR UNREINFORCED MASONRY BUILDING SEISMIC STRENGTHENING 1 WHEREAS, the State of California has adopted legislation requiring local jurisdictions 2 to adopt and implement seismic hazard mitigations programs for unreinforced masonry 3 buildings; and 4 5 WHEREAS, in the interest of public safety and property protection, the City of 6 Petaluma acknowledges the need to adopt a mandatory seismic hazard mitigation program for 7 Unreinforced Masonry Buildings; and 8 9 WHEREAS, the Unreinforced Masonry Building Advisory Committee has developed. 10 and recommended to the City of Petaluma a mitigation ordinance which addresses the issues of 11 public safety and property protection specific to Petaluma; and 12 13 WHEREAS, the City Council of the City of Petaluma is adopting an ordinance 14 requiring seismic strengthening of Unreinforced Masonry Buildings; and 15 16 WHEREAS, such program will also contribute to the protection and preservation of the 17 City's vast and varied historic resources, which contribute economic and social benefits to the 18 community; and 19 20 WHEREAS, the local economy is independently unable to absorb the minimum 21 estimated cost to implement the recommended mitigation program in a timely manner; u~5. ~~............9.2.-,5.0..... v.cs. 1 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of 2 Petaluma requests the Petaluma Community Development Commission to develop an 3 assistance program to partially offset the cost of said program; 4 5 NOW, THEREFORE, BE IT FURTHER RESOLVED that the City Council 6 recommends to the Petaluma Community Development Commission that the assistance 7 program contain the following three components: 8 9 A. A direct subsidy of $2.00 per square foot of gross building area to be applied 10 toward design and implementation of said improvements for the building owners 11 who undertake seismic strengthening projects consistent with the adopted 12 ordinance. 13 14 B. A reimbursement to the City of Petaluma General Fund the cost of building 15 permit and plan check fees required for seismic strengthening projects. 16 17 C. Commitment of low and moderate housing funds in the amount of $75,000 per 18 year toward subsidization of very low, low or moderate income residential 19 dwelling units which are rehabilitated or newly created as part of seismic 20 strenghtening in compliance with the Unreinforced Masonry Building 21 Ordinance.
