HomeMy WebLinkAboutResolution 92-048 02/18/1992_,~~'' ~~S®lutl~~ No. 92-48 N.C.~: of the City of Petaluma, California A RESOLUTION ESTABLISHING A LIST OF UNREINFORCED MASONRY BUILDINGS BY GROUPING CLASSIFICATION FOR THE PURPOSE OF SETTING A TIME FRAME FOR STRENGTHENING AS OUTLINED IN THE URM BUILDING ORDINANCE WHEREAS, the City of Petaluma acknowledges the unreinforced masonry buildings within its limits and the need to strengthen them within a defined time period; NOW, THEREFORE BE IT RESOLVED: I. All buildings now on our URM Building List be divided into four groups. Group I Buildings being of potentially high risk and in need of strengthening first. Group II, II and IV to follow. II. The time frame established to strengthen these URM Buildings are detailed in Petaluma Ordinance No. 1882 ,Section 17.34.110: Group I 10 Years Parapets 10 Years Group II 15 Years Parapets 12 Years Group III 20 Years Parapets 12 Years Group IV 25 Years Parapets 12 Years III. Explanation of the Petaluma URM Building Classification process: The UMB Citizens Advisory Committee considered the following factors to establish retrofit priority of UMB's identified in Petaluma: Occupancy - to establish the relative risk of a particular building to its occupants, assuming higher occupancy equals higher potential risk. Calculated by dividing the total square footage of each use identified in the building, by the corresponding load factor assigned to each use by the Uniform Building code. These Occupancy Factors were used to classify the buildings into five Groups: 92-48 1 Rcs. No . ...:........ ...............:.. N.C.S. i Group 1 = > 300 Group 2 = 100-299 Group 3 = 50-99 Group 4 = 20-49 Group 5 = < 20 Geographic - to establish the relative risk of a particular building to its immediate surroundings, assuming a total failure outward. Calculated as the sum of three rating factors each on a scale of one to three, a rating of one indicating highest relative risk, two indicating moderate relative risk, and three indicating low relative risk to people other than occupants: Physical Height -considered in equivalent stories, assuming a taller building is a higher relative risk: Rating 1 =three stories Rating 2 =two stories Rating 3 =one story Adjacency -relationship to immediately adjacent buildings, assuming a taller building next to a shorter building is a higher relative risk: Rating 1 = full story taller than adjacent building Rating 2 = partial story taller than adjacent building, or full or partial story taller than itself Rating 3 = same relative height as adjacent building Pedestrian Proximity -relationship of the building to pedestrian activity, assuming that immediate adjacency to areas with a higher frequency of pedestrians is a higher relative risk: Rating 1 =elevation at sidewalk in Central Business District Rating 2 =elevation at sidewalk outside Central Business District Rating 3 =elevation setback off sidewalk The Petaluma. class is the sum of the Occupancy Group number and the Geographic Risk Rating. The Retrofit or Risk Group is derived from the Petaluma Class rating number as follows: 2 Group I =Petaluma Class score 4 - 7 Group II =Petaluma Class score 8 Group III =Petaluma Class score 9 Group IV =Petaluma class score 10 - 14 IV. Appeal From Order: The owner or the owner's authorized agent may appeal the Classification of their building should there be a change in occupancy or should they find a hardship in complying with the time frame laid out by this Resolution. This appeal must be made directly to the City Council. VL Time of Appeal: The appeal to the City Council shall be made within two years of the start of the time frame of the building as indicated in the Ordinance and reflected in this Resolution: Group I - 7 Years Group II - 12 Years Group III - 1.7 Years Group IV - 22 Years urmreso /council?
