Page 1 Resolution No. 2023-174 N.C.S. of the City of Petaluma, California RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PETALUMA ACCEPTING THE PUBLIC SAFETY FACILITIES STRATEGIC MASTER PLAN AND DIRECTING STAFF TO PREPARE AN RFP FOR DESIGN AND PROJECT MANAGEMENT SERVICES FOR CONSTRUCTION OF A NEW FIRE STATION / EMERGENCY OPERATIONS CENTER WHEREAS, Petaluma voters in November 2020 approved Measure U, which provides local funding to maintain vital City services and local control over local needs including fire protection, emergency response and preparedness, road repair and safety, and other city services; and WHEREAS, in Spring 2022, the City Council agreed to make a Public Safety Facilities Assessment, including New and Renovated Fire Stations, a top ten priority item; and WHEREAS, in Fall 2022 the City partnered with Laura Blake Architect and MW Studios to develop a Public Safety Facilities Strategic Master Plan that would identify public safety facility needs and determine suitable locations, costs, and financial strategies to make recommended remodels, upgrades, and/or replacements; and WHEREAS, an executive summary of the Public Safety Facilities Strategic Master Plan was prepared in advance of a presentation before the City Council on July 10, 2023 to receive direction and feedback; and WHEREAS, staff and consultants incorporated feedback from the City Council to complete a final Public Safety Facilities Strategic Master Plan report in November 2023; and WHEREAS, the plan recommends that entitlement work begin now on construction of a new fire station / emergency operations center at the fairgrounds property. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows: 1. The final report “Public Safety Facilities Strategic Master Plan” is hereby accepted. 2. The preferred location for the new fire station / emergency operations center project is acknowledged to be the fairgrounds property and is to be determined in conjunction with the fairgrounds master planning process. 3. The FY 23-24 Adopted 5-year Capital Improvement Plan incorporates the total estimated appropriations for the Fire Station No. 4 / Public Safety Building project. Any revisions to the overall project budget necessary to incorporate all project phases, and acknowledged to be approximately $40 million, will be incorporated into the FY 24-25 Capital Improvement Plan currently in development and planned for adoption by City Council in July 2024. 4.
