Page 1 Resolution No. 2023-182 N.C.S. of the City of Petaluma, California RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PETALUMA DEDICATING THE TENNIS COURTS AT MCNEAR PARK, THE LYNN HAGGERTY KING MEMORIAL TENNIS COURTS IN ACCORDANCE WITH THE CITY’S PUBLIC PARKS AND FACILITIES NAMING POLICY, AND IN RECOGNITION OF HER SIGNIFIGANT CONTRIBUTIONS AND SERVICE TO THE COMMUNITY WHEREAS, the City of Petaluma, through Council Resolution No. 89-304 N.C.S, adopted formal policies and criteria to aid the City Council in exercising its final authority in naming all public parks and facilities within its jurisdiction; and WHEREAS, the City’s adopted park naming policy and procedures, provides the Council, community, and staff with guidelines to evaluate recommendations to name or rename parks and/or facilities; and WHEREAS, the policy objectives provide evaluation criteria for applying consistent naming standards under conditions which state, ‘when appropriate, a public facility can be named in honor of a person when such person has made major contributions to the community; and WHEREAS, Lynn Haggerty, born on July 22, 1956, moved to Petaluma in 1986, where she married husband Dave, raised a family to include daughters Carrie and Katie, and in addition to practicing law for 16 years, subsequently dedicated herself to public service as a volunteer, community leader, board member, mentor, and coach for more than 30 years; and WHEREAS, Lynn Haggerty King’s community contributions included serving as an active Cool City Block leader to enact programs to reach local climate goals, spearheading efforts in the youth and leadership, ‘Tomorrow’s Leaders Today’ program which provided support to local high school students, helped coordinate the City’s initial Safe Routes to School initiative, and was selected as one of 21 members to represent southern Sonoma County on the Local Law Enforcement Task Force; and WHEREAS, in addition participating and encouraging others to engage in varied outdoor activities, Lynn was an avid tennis player, who devoted time to championing the sport locally as a coach, a Board Member and past president of the Petaluma Tennis Association, who was committed to volunteering her time to support local leagues, participants, and youth programming; and WHEREAS, Support for the formal naming effort also included a community-led endorsement which garnered 175 signatures, as well as letters of support by the Petaluma Tennis Association (PTA) President and Board of Directors; and WHEREAS, the Recreation, Music, and Parks Commission voted 7-0 to support the recommendation that the Tennis Courts at McNear Park be named the Lynn Haggerty Memorial Tennis Courts during the regular meeting on Wednesday, October 18, 2023. Declares the above recitals to be true and correct and are incorporated herein as findings of this Resolution. 2. Finds that this resolution does not constitute a “project” pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378 as naming a tennis court is an organizational action which will not have environmental impacts. 3. In accordance with the City of Petaluma’s park naming policy, the City Council adopts the Resolution to formally name the tennis courts at McNear Park, the Lynn Haggerty King Memorial Tennis Courts. Under the power and authority conferred upon this Council by the Charter of said City.
