HomeMy WebLinkAboutResolution 92-035 02/03/1992,s 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 1.8 19 20 21 "?2 23 24 2S 26 27 28 29 30 31 32 33 ~es®IUt10Yl NO. 92-35 ~ ~.~. of the City of Petaluma, California RESOLUTION SUPPORTING THE STONY POINT ROAD FEDERAL DEMONSTRATION PROJECT CONTINGENT UPON ADEQUATE ENVIRONMENTAL INVESTIGATION AND IMPLEMENTATION OF APPROPRIATE MITIGATION MEASURES, PARTICULARLY WITH REGARD TO IMPACTS ON THE OLD REDWOOD HIGHWAY/U.S. 101 INTERCHANGE WHEREAS, the U.S. 101 Freeway in Sonoma County is very congested during many hours of the day; and, WHEREAS, Stony Point Road anal Petaluma Hill Road/Old Redwood Highway from and including the Old Redwood Highway/U.S. 101 Interchange could be improved as alternative routes from Petaluma northerly paralleling the U.S. 101 Freeway; and, WHEREAS, in order for these parallel routes to function properly, access to the parallel routes must be convenient to be attractive to motorists; and, WHEREAS, the City of Petaluma believes that in order to create functional and attrac"rive alternative routes, improvements to the U.S. 101 Freeway/Petaluma Boulevard North/Old Redwood Highway Interchange are a necessary part of any regional circulation improvement; and, WHEREAS, a draft Environmental Impact Report (DEIR) was prepared for Stony Point Road improvements and reviewed by the City of Petaluma; and, ~VIIEREAS, said DEIR has glaring inadequacies with regard to impacts on Petaluma; and, rz~s. N~......9.2.1.3.5........... n.cs. 1 WHEREAS impacts of this project on Petaluma are improperly documented, generally 2 disregarded, and substantially unmitigated; 3 4 NOW, THEREFORE, BE IT RESOLVED AND REAFFIRMED that the City of 5 Petaluma endorses the concept of improving Stony Point Road as an alternative route to 6 U.S. 101 Freeway if the incorporation of improvements to the U.S. 101/Petaluma 7 Boulevard North/Old Redwood Highway Interchange are included as a mitigation and 8 integral component of the project and the project EIR is vastly improved to meet 9 contemporary standards of environmental review. 10 11 BE IT FURTHER RESOLVED that the City Council hereby authorizes the City Manager 12 to forward a written response to the County/CalTrans DEIR and directs staff to appear at 13 the County Planning Commission Public Hearing with regard to the inadequacies of the 14 DEIR including, but not limited to traffic, noise, flooding, aesthetics, and consistency with 15 City policies. 16 17 18 19 20 21 22 Stnypt / COUI~~r the power and authority conferred upon this Council by the Charter of said City REFERENCE: I hereby certify the foregoing Resolution was introduced and adopted by the Approved as to Council of the City of Petaluma at a (Regular) (~X¢~~~ meeting , r-~''"~y on the .._..._3r>.]_._...__.... day of :..........~'.elaruar.~r ............................ 19.2_.. by the ~ ~ following vote: ~~'~ '~ .. _.._:-~~ty Attorney--.......
