P. ~~ of the City of Petaluma, California RESOLUTION CONFIRMING WASTEWATER WORKSHOP TIMELINE AND PARTICIPATION WHEREAS,. the City of Petaluma desires to improve its wastewater treatment facility; and WHEREAS, the City Council has determined that a series of public workshops would be beneficial in order to incorporate public participation at the very earliest stages of planning; and WHEREAS, the City Council has considered issues developed at public participation planning workshop and in follow-up memorandums from City staff; NOW, THEREFORE, BE 1T RESOLVED AS FOLLOWS: The participation workshop process will commence on February 10, 1992 and be scheduled for the second and fourth Mondays of each month through June 22, 1992 save for Monday, March 9 and Monday, May 25. The meeting topics will be as follows: February 10 Background February 24 Background March 23 Technology/Capacity April l3 Technology/Capacity April 27 Technology/Capacity (Optional) May 11 Financing & Rates June 8 Recap and Discussion June 22 Recap and Conclusions THEREFORE BE IT FURTHER RESOLVED that staff is directed to accept Dr. Stephen Norwick's offer to moderate said workshops, to contract with Dr. George Tchobanoglous to provide technical consulting for the workshop process and as needed to retain the services of retired Judge William Bettinelli to provide mediation services for the workshop and, furthermore, to locate and, if necessary, contract with a financial consultant to provide financing and rate setting information for the workshop process; and THEREFORE BE IT FURTHER RESOLVED that in order for participants to be involved directly in the recap and discussion and recap and conclusion meetings, they must key. vo...........9.2-I:.9..... h.c.s. ., r'" have attended at a minimum, four of the preceding six scheduled workshops and be rate payers to the City of Petaluma .sewer system; and THEREFORE BE IT FURTHER RESOLVED that the objective of said workshops is, at a minimum, to provide education and information and, as the workshop climates permit, to: 1. Identify wastewater treatment and disposal options which might best meet the community's needs in the context of our public policy, economic and natural environment. 3.
