RESOLUTION AUTHORIZING THE CITY OF PETALUMA TRANSIT PLAN TO
COMPLY WITH THE AMERICANS WITH DISABILITIES ACT (ADA)
1 WHEREAS, the Americans with Disabilities Act (ADA) was signed into law as
2 civil rights legislation on July 26, 1990; and
3
4 WHEREAS, each fixed route public transit operation, regardless of whether or
5 not it receives federal money, is required to provide complimentary paratransit services
6 to disabled persons; and
7
8 WHEREAS, ADA plans must be submitted to the federal government Urban
9 Mass Transit Administration by January 26, 1992;
10
11 THEREFORE BE IT RESOLVED, the Petaluma City Council does hereby
12 authorize the attached plan for the Americans with Disabilities Act.
Under the power and authority conferred upon this Council by the Charter of said City.

DESCRIPTION ~OF THE FIXED ROUTE SYSTEM
2.1.
ORGANIZATION AND STRUCTURE OF THE SERVICE
Petaluma Transit facilities, Buses, and' equipment are owned .by 'the City of Petaluma,. The
bus operations and maintenance are contracted to Community Transit Services, :Santa
Anna, California. A Petaluma Transit Route Map arid. Time -Schedule' is enclosed.
Petaluma Transit. is funded by Transportation Develgprnent Act Funds, City of Petaluma
General Funds, passenger fares and: advertising revenue.
2.2
AREA AND POPULATION SERC/ED
Petaluma Transit'is' a fixed route transit system operating within the city limits of 'the City
of Petaluma. -The service> area now encompasses a total of 12.,92 square miles and has a
population of 43,185'*. Petal'uma'tran it was established in 1976 and, last year FY
1990/9`1,; carried 164,-5.00 passengers.
Petaluma Transit provides service on five .routes. operating between 6.:00 ANI and 7:3.0 P-M:
on Mondays through Fridays and on Saturday`s between 9:.3,0 ,AM and 5:00 PM. All,
- Petaluma Transit :buses. are ~aceessible. Petaluma Transt~operates on one hour memory
leadways,. These pare described below: -
#:1' .Cherry: ValleX This route provides serv-ice: on the southwest, side of town, the
Gateway Center .arid, the Library. This route is a .orie-hour loop which also serves Petaluma
High School, Petaluma 7.unior .High. and doctors' offices., This route primarily serves: .
students .and elderly passengers.

#2 Westridge This 60-minute loop serves the northwest side of town. This .route also
serves'both Petaluma High and Petaluma Junior High~Sehools, the Gateway Center and
Human Resource Center. It primarily serves students and elderly passengers. ~'
#3 South McDowell This one-hour loop serves the South McDowell Boulevard
neighborhoods as well as the Lakeville Apts. , Casa Grande High School and the Kaiser
Medical Center. Ridership 'is primarily elderly and disabled as well as an increasing
amount of workers iri the. Lakeville Business Park. This is the fastest growing route in the
system..
#4 'North McDowell Throne-hour loop primarily .serves elderly riders especially the
residents from-the mobile home parks along North McDowell Boulevard. This route also
serves Petaluma Valley Hospital. Ridership is steadily re=gaining due to extensive road
construction earlier in the ..year.
#5 North Elv Boulevard This is a new route. It is part. of the old #5 Ely Boulevard
Route. It is a one-hour loop serving the northeast portion of town including the Petaluma
.Plaza. and Washington Shopping Centers
#6 South ElX This is also a new route.. It is the other part of the olds #5 Ely Boulevard
route. It serves. Kenilworth Junior High; Casa Grande: High School, the Developmental
Center and Washington Square Shopping Center.

Petaluma People Services; Center (P. P. S. C.) provides. wheelchair accessible, door to
door paratransit service under contract to the City~of Petaluma. P.P.S.C. service is
provided to any'pont within the Petaluma city lmits..Eligble riders are those who
cannot use f xed route service: mostly the frail elderly and `the disabled, including
developmentally .disabled, 'and those few who do not have fixed route service.
Approximately 400 .people(about- one percent of the-city's population) are. registered .
with P.P.S.C: During fiscal year 1990/91, P.P.S.C. prow-ded~9,151 passenger trips. at
an average operatrig~cost of'$9.90 per passenger Grip: P.~P.S.C.. operating expenses are
funded' through Transportation Development Act funds and passenger fares:
P.P.S. C. provides 'transportation with .reservations being made at least three days in
advance. Same day trips- are accepted as space is .available.. Trips may' be made for
any purpose and !are not prioritized by purse. Of he trips; served, it is estimated that
seventy percent or more~are medical, twenty percent'are for food hopping.:and'~the
balance for all other purses. About 90 percent of P.P.S,C. services:~s comprised of
subscription trips.

. PRESENT ELIGIBILITY REQUIREMENT ,
Petaluma .People Services Center paratrarisit services are available to any individual
who, due to a disability, is unable to use fixed route transportation services. See
attached el'igibil'ity form.
A. P:P.S.C. currently uses aself-certification forme to be filled out, as much as
• possible, by the individual requesting service.
B. Forms are either mailed to individuals requesting service or handed to~
individuals by the drivers-at the time of their initial use of the service.
C. All persons are presumed to: be eligible at the time of~ their first request but are
" required.,to have an approved certification for any subsequent service.
D. .The attached certification. form does not currently exist in any alternative
format:
E. Professional verification of disability is not currently required.
F. The paratransit program coordinator reviews eligibility certification requests and
makes initial determination within 3 days of receiving the-request. The
individual is then informed either by phone or in person of their .eligibility
status.
G. Appeal. of eligibility can be made to the Senior Services Manager, If
appropriate; a final appeal can be made to the agency Executive Director for ~-
eligibility determination.

At this time, ,the criteria foreligibility for P.P.S.C. seems to be much broader than that
requred'~by the ADA. ADA paratransit service is only.required to be provided to
individuals who :meet ADA eligibility criteria. At this time Petaluma Transit supports
these: ten basic principals for ADA paratransit eligibility.
1. The fixed route operator is responsible for determining ADA paratran it
eligibility either directly or through a contractual arrangement (e.g. broker).
2. 'The :criteria and certification'process used for determining .ADA paratransit
eligibility, a policy' for visitors, and an. appeals process shall be consistently
applied region-wide,.
3. A tiered approach will be used in ,determining .eligibility, beginning with the
applicant's self-assessment of his/her disability.. Functional or medical
verification, of an applicant's disability may be ;required.
*4. Some persons will be ADA eligible: for some trips and not. for others. The
system. must. be able to ascertain trip-by-trip eligibility.
5. In order to maximize use of fixed-route services by .disabled persons, travel
trailing .will be a component of an operator''s paratransit eligibility program.
6. ..Current users of paratransit will n~.l be automatically assumed ADA. paratransit.
eligible:
7. The appeals press will consist of a~ tiered approach, including agency,
committee, and/or peer review.

Department of Transportation's Final Rule, and upon evaluation of actual

All elements of .the eligibility program ,shall be'developed with the participation of the
disabled community.
By January, 1992,. the Task Force will have defined .and clarified these milestones that
are necessary. for the completion of the ADA paratransit eligibility process.. The
operators recognize. the urgency in establishing the process, since fully implementing
other aspects of ADA service .depend upon. the completion. of this step. However,
because of the complexity involved in achieving this level of ordination,
implementation will occur incrementally. The Task Force intends for the criteria to be
adopted and implementation to begin by January 26, 1993:

6.1
OUTREACH.
On May 30, 199.1, three fixed route•transit•~operators including Golden Gate Transit,
Petaluma, Transit and Santa:Rosa CityBus; three deviated 'fi'xed route .operators
including, Cloverdale:7itney, Healdsburg Transit ands Sebastopol Transit and members
of .the Sonoma County;Paratransit Coordinating Committet'(PCC) established:an ADA.
Planning Committee and began "meeting bi-weekly to develop amulti-operator "joint"'
ADA Plan.,
On. September 1l, and ATovember 7, 1991, the ADA Planning Committee. conducted.
ADA meetings :for the PCC .to discuss the multi-operators' intentions for complying
with the ADA final rule and solicited committee.~coordnation. The PCC is the primary
group committed. 'to providing a forum for discussion of issues related to paratransit and
to serve.. as an advocate.for increased .and improved services for the disabled
community,
After two months of ADA Committee meetings, five public input meetings were
scheduled throughout the County in the following cities: Petaluma, `Sebastopol,
Healdsburg, Sonoma and Santa Rosa. The ,purpose of the input -meetings was to .inform
the public of'the transit operator(s)-role in complying with the ADA; .the need to collect
comments. to assess. ADA paratransit needs wnthm the county and the :opportunity to
comment~on the development,of the.plan prior.to drafting she plan. Rider alert notices
were posted in the buses.. Fliers were. distributed to Regional Transit Identification
Card members, the Paratransit .Coordinating Committee members and. their clients.

Additionally, newspaper .adyerhsements were placed, in several local. newspapers.. A
press release'was also developed. Ap~ndix A contains copies of the •newspaper ads,
press release and the rider alert notice.

Petaluma Transit will confnue to work with other .local :fixed-route operators who are
responsible for' providing ADA Paratransit :Service within- Petaluma Transit's service
area (Petaluma City limits). `Efforts wll'be taken to;establish agreements regarding
ADA service responsibilities within' the Petaluma service` area. Certificaton on
following pages.
The following ,fixed-route' operators provide service inside Petaluma Transit's
service'area:
SONOMA COUNTY. TRANSIT:. Provides both local and inter-city service within
Sonoma County._ Sonoma County Transit: provides 'fixed=route service seven days a
week. Paratransit services are provided under contract with volunteer wheels.
Volunteer Wheels oilerates 1Vlonday through Friday.
GOLDEN ..GATE TRANSIT: Provides regional .intra-city service °between,
Sonoma, Mann,, and,:'San Francisco counties sevendays. a week. At this point in time,
an ADA provider has not been identified.
By July 26, 1992,. Petaluma Transit, in cooperation with Golden.. Gate and Sonoma
County'Transit, will submit a -multi-operator coordinated A~DA plan. The coordinated
plan will address coordinated; ,policies regarding transfers;, fares, service levels, and
.financial participation for reciprocal services.
