(Chapter 17.26 of the Petaluma Municipal Code) establishing the procedure for granting the allocation pool on a yearly basis; and WHEREAS, interested developers have filed Notice of Intent to Develop forms in accordance with the provisions of Chapter 17.26 and these, in combination with other allocation obligations created and anticipated by the action of the City Council, comprise the total number of allocation requests for 1993; and WHEREAS, the granting of allocations must be done in conformance with General Plan policy that permits an annual average of 500 allocations, no more than 1,000 allocations in any year and no more than 1,500 allocations over three consecutive years; and WHEREAS, the 1993 allocation pool was set at 500 units; and WHEREAS, the City Council finds the granting of allocations is not a project pursuant to Section 1578 of the California Environmental Quality Act and, therefore, no environmental action is necessary at this time. NOW, THEREFORE, BE IT RESOLVED that the City Council grants the 1991. allocations as described below based on findings described below: 1. 256 allocations pursuant to the Corona/Ely development agreements. 2. 62 allocations to Southpoint Park Apartments pursuant to previous reservations. 3. 49 allocations to Sonoma Parkway Company to increase potential density within the Sonoma Glen Urban High .land use area. 4. 43 allocations to Corona Club Estates. 5. 29 allocations to PEP~Vallejo Street. 92-96 1 Rcs. No . ...........::................. N.C.S. 6. 45 allocations for in-fill projects. 7. 16 allocations for the shortage in the 1992 allocation award to in-fill projects. BE IT FURTHER RESOLVED that the City Council makes the following findings in support of its granting the 1993 allocations: Findin s: 1. The number of available 1993 allotments is consistent with the provisions of the Residential Growth Management System Ordinance (Chapter 17.26 of the Petaluma Municipal Code) and the applicable policies of the 1987-2005 Petaluma General Plan. 2. The City Council has considered 1993 Development Objectives, General Plan land use and planning policy, effectiveness of the distribution, timing of application processing, as well as other allotment commitments in determining which projects would receive 1993 allotments. 3. The decision to grant 1993 allocations as specified herein is not detrimental to the public health, safety or welfare because the City Council has considered the applications for 1993 allocations in the context of overall City-wide growth rates, adequacy of public facilities and the timing of development. 4. The granting of 45 - 1993 allocations to in-fill projects is consistent with the Residential Growth Management System Ordinance, Section 17.26-060(c) Award of Allotments. 5. The City Council. grants only 49 discretionary allocations to Sonoma Parkway Company for Sonoma Glen's Urban High portion because there is a probability that additional allocations will be available from other portions of this or other Sonoma Parkway projects. 6. The City Council acknowledges its continued support of the Corona/Ely assessment district properties' ability to shift unused allocations from property to property if it furthers the goals of the General Plan and Specific Plan as determinted by the City Council. The City Council grants 62 1993 allocations to Southpoint Park Apartments per reservations, approved in April 1991. 9: The award to Corona Club Estates frees 12 secondary allocations previously awarded in June 1991 to the Colabianchi property. 93aloc /council?
