(Chapter 17.26 of the Petaluma Municipal Code) establishing the procedure 8 for setting the allocation pool on a yearly basis; and 9 10 WHEREAS, interested developers have filed Notice of Intent to Develop forms in 11 accordance with the provisions of Chapter 17.26 and these, in combination with other 12 allocation obligations created and anticipated by the action of the City Council, comprise 13 the total number of allocation requests for 1993; and 14 15 WHEREAS, the setting of allocations must be done in conformance with General Plan 16 policy that permits an annual average of 500 allocations, no more than 1,000 allocations in 17 any year and no more than 1,500 allocations over three consecutive years; and 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 WHEREAS, the City Council finds the setting of allocations is not a project pursuant to Section 1578 of the California Environmental Quality Act and, therefore, no environmental action is necessary at this time.; and WHEREAS, the City Council met on April 20, 1992, and discussed the setting of the pool for 1993 allotments and considered future demands for allotments for the next two following years; and WHEREAS, previous experience shows that a pool exceeding 500 units can cause shortages in future years and uncertainty for the building community and, therefore, should only be considered in extreme circumstances; NOW, THEREFORE, BE IT RESOLVED that the City Council sets the 1993 allocation pool at 500 units. BE IT FURTHER RESOLVED that the City Council makes the following firidings in support of its setting the 1991 allocations pool: Kos. rvo........y.2.-~.5........ ~.cs. ~y 1 Findings: 2 1. The number of available 1993 allotments is consistent with the provisions of the 3 Residential Growth Management System Ordinance (Chapter 17.26 of the 4 Petaluma Municipal Code) and the applicable policies of the 1987-2005 Petaluma 5 General Plan. 6 7 2. The City Council has considered 1993 Development Objectives as well as other 8 allotment commitments in determining the 1993 allocation pool. 9 10 3. The decision to set the 1991 allocation pool at 500 is not detrimental to the public 11 health, safety or welfare because the City Council has considered the 1993 12 allocation pool in the context of overall City-wide growth rates, adequacy of public 13 facilities, economic conditions, and the timing of development. 14 15 16 93poo1 /council? 17 Under the power and authority conferred upon this Council by the Charter of said City.
