RESOLUTION SUPPORTING INTERGOVERNMENTAL PROGRAMS FOR THE
PROTECTION OF COMMUNITY SEPARATORS
WHEREAS, the Sonoma County Agricultural Preservation and Open Space District has
prepared a draft statement of policies regarding protection of county designated community
separators; and
WHEREAS, that statement of policy has been circulated to all of the cities in Sonoma
County for review; and
WHEREAS, said policy statements have been reviewed by the City of Petaluma to
determine their consistency with current City policy; and
WHEREAS, the community separator protection policies have been determined to be
generally consistent with City policy;
NOW, THEREFORE, BE IT RESOLVED, that with respect to the county designated
urban separators as they exist on the date of this resolution, the City Council of the City of
Petaluma does hereby support said policies as follows:
1. Creation of guidelines for the protection of separators through a joint policy agreement
between the incorporated cities and the county which:
A) Directs new population growth into the existing cities (or their spheres of
influence) or existing unincorporated county communities.
B) Prohibits the extension of development infrastructure outside the Cities' spheres of
influence and discourages annexation and/or development of unincorporated
territory within the separators and outside the spheres of influence.
C) Proposes non-annexation of the community separators as a strong LAFCO policy.
2. Encourage joint intercity green belt agreements such as between the cities of Petaluma
and Novato to protect the rural, agricultural and open space lands between the cities.

3. Provide for some flexibility in changing the form and location of community separators
through joint amendments, agreements, or policies provided there is no net loss of
separator acreage and the agreed to core separator acreage remains in tack.
4. Encourage and support Sonoma County Agricultural Preservation and Open Space
District's acquisition and preservation of the community separators as their highest
priority in their soon to be adopted acquisition plan.
5. Consider a transfer of development rights program from lands within the community
separators into existing under utilized urban areas of the county to protect open land
character of the separator.
