HomeMy WebLinkAboutResolution 92-082 04/06/1992:~ Res®11.11101'1 N®. 92-82 ~.C.s. 1 of the City of Petaluma, California 2 3 AUTHORIZING THE PREPARATION OF A SPECIFIC PLAN 4 FOR THE SOUTH PETALUMA BOULEVARD AREA AND PROVIDING POLICY 5 DIRECTION TO THE PLANNING EFFORT 6 7 WHEREAS, the City of Petaluma has received a request by several property owners to 8 consider the potential for annexation of the South Petaluma Boulevard area; and, 9 10 WHEREAS, the City's General Plan designates the South Petaluma Boulevard area for the 11 preparation of a specific plan to promote quality and diversity in well-planned 12 development; and, 13 14 WHEREAS, a specific plan is needed to identify land use patterns, public improvements, 15 services and financing of these improvements, and to establish design standards, zoning, 16 and phasing of development prior to consideration of any annexation requests in the area; 17 and, 18 19 WHEREAS, the property owners funded a feasibility study entitle "South Petaluma 20 Boulevard Specific Plan Phase I Report: Preliminary Analysis Findings", that identified the 21 issues, constraints and opportunities that could be addressed in a specific planning effort; 22 and, 23 24 WHEREAS, the Phase I Report was prepared for study purposes only and the 25 consideration of the findings are exempt from CEQA Section 15062 of the CEQA 26 Guidelines. A full EIR will be completed on the draft Specific Plan for further 27 consideration in Phase II of the planning effort; and 28 29 WHEREAS, the Planning Commission held a public forum on the matter on January 28th, 30 1992 and recommended that a specific plan be authorized with policy direction as set forth 31 in the minutes of the meeting of February 11th; and, 32 33 WHEREAS, the City Council held a public forum on the matter on March 16th to receive 34 public input and consider the issues and the Planning Commission's recommendations; 35 and, 36 1 Rcs: No. .. _....~.`~..-g.`~......... N.C.S. .~ 1 NOW, THEREFORE, BE IT RESOLVED that the City Council hereby authorizes the 2 preparation of a Specific Plan and EIR to be funded by interested property owners for the 3 South Petaluma Boulevard area given the following policy direction: A. EXPANSION OF T>EIE URBAN BOUNDARY 1. Establish the Specific Plan boundary for ultimate urban services and concentrated study to not exceed the area designated in the General Plan as the specific plan area. Lands which lie outside the Urban Limit Line shall not be considered for extension of services or urban use, but should be considered for methods of preserving these lands in open space or urban separator or wetland protection. Alternative configurations for the urban separator could be considered that would enable the extension of services and/or urban development up to but not exceeding the urban limit line. B. LAND USE COMPATIBILITY/ECONOMIC VIABILITY 1. The Specific Plan should emphasize policies that provide shorter-term protection and enhancement of existing uses and a longer-term redevelopment strategy in which the existing transportation-servicing uses may be phased out. The Plan should study the potential to displace existing industrial/thoroughfare-related uses and identify appropriate sites for these uses. Improvements of the gateway image is a high priority in both the short- term and long-term scenarios. C. TRANSPORTATION The Specific Plan should address Caltrans' plans to eliminate the South Petaluma Boulevard interchange and build a new interchange south of the urban limit. The Specific Plan should explore alternatives for improvements to the interchange at South Petaluma Boulevard (in consultation with Caltrans) in order to discourage sprawl. 2. The Specific Plan should fully explore the probability of a future transit stop along the railroad right-of-way and provision of adequate parking. facilities. The Plan should preserve the maximum flexibility for future use of the railroad right-of-way and encourage transit use in the land use patterns, public facilities and design standards. 3. The Specific Plan should further evaluate the feasibility and need for the extension of Caulfield Lane ("southern crossing") to serve the planning area, and if needed, should identify the appropriate alignment for connection to Petaluma Boulevard South. D. WETLAND RESOURCES An area-wide wetland conservation plan should be included in the Specific Plan. Reso. 92-82 N.C.S. 2 ,5~ 2. The draft Specific Plan should contain a jurisdictional determination from the U.S. Army Corps of Engineers on the wetland status of properties within the planning area. E. OTHER POLIC'~ CONSIDERATIONS 1. A quarry reclamation plan shall be reviewed (revised as necessary) and incorporated into the Specific Plan to identify future land uses, compatibility with adjacent uses, access and circulation improvements, design standards, future utility needs, and financing of public improvements/infrastructure. 2. The Specific Plan should consider opportunities for development of a "pedestrian pocket" (i.e. high density, transit oriented) land use scenario within the planning area. 3. A range of residential densities should be explored in the Specific Plan process for the western portion of the planning area designated for residential use. 4. The Specific Plan should consider the feasibility of maintaining or expanding commercial use of the river within the planning area. 5. The Specific Plan should further evaluate and include measures and policies to enhance and protect prehistoric resources and the historic character of the area. 27 NOW, THEREFORE, BE IT FURTHER RESOLVED that authorization to proceed with 28 the preparation of a Specific Plan does not guarantee eventual annexation, extension of 29 City services, or increase of development potential for any or all the affected properties. 30 31 32 33 reso/jb-7 Under the power and authority conferred upon this Council_by the Charter of said City.
