HomeMy WebLinkAboutResolution 92-108 N.C.S. 05/04/1992_7 9a-!o8 F~CSOII,ItI®Cl Nom. 92-109 N ~.5. 1 of the City of Petaluma, California 2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PETALUMA 4 APPROVING THE ADDITION OF GOLDEN GATE TRANSIT BUS 5 ROUTE #86, AND GENERAL CERTIFICATION OF ALL BUSES OPERATED BY 6 GOLDEN GATE BRIDGE, HIGHWAY AND TRANSPORTATION DISTRICT 7 8 WHEREAS, Golden Gate Transit is a public agency currently operating bus routes 9 through the City of Petaluma; and 10 11 WHEREAS, Golden Gate Transit currently operates five commuter bus routes through the 12 City of Petaluma, operating Monday through Friday, and has found there to be a need for 13 six (6) additional commuter buses to better serve the Petaluma area; and 14 15 WHEREAS, an initial study was prepared pursuant to the CEQA Guidelines and adoption 16 of a Negative Declaration was recommended; and 17 18 WHEREAS, a public hearing was held on 14 April 1992 before the Planning Commission 19 to consider the proposed bus route #86, general certification of all Golden Gate Transit 20 buses; and 21 22 WHEREAS, the Planning Commission voted to recommend approval of both the proposed 23 Negative Declaration and the proposed Golden Gate Transit bus route #86, and general 24 certification of all Golden Gate Transit buses; and 25 26 WHEREAS, this request was heard on 4 May 1992 before the City Council at which time 27 information was heard and considered by the Council; and 28 29 WHEREAS, in reference to the proposed Negative Declaration the Council made the 30 following findings: 31 32 1. The proposed bus route #86 and stops do not have the potential to degrade the 33 quality of the environment. 34 35 2. The proposed bus route #86 and stops, as conditionally approved, do not have the 36 potential to achieve short-term goals to the disadvantage of long-term goals. 37 q~.- 16 ~ ~ Res. The proposed bus route #86 and stops, as conditionally approved, do not have possible environmental effects which are individually limited but cumulatively considerable. NOW, THEREFORE, BE IT RESOLVED as follows, that it is found, ordered and declared that the City hereby exempts Golden Gate Transit from the requirement to pay a proportion of gross receipts, and the posting of a bond as required by Petaluma Municipal Code, Section 14.12.080 and 14.12.090, since Golden Gate Transit is not operating bus routes in the City but through the City, and they are a public agency; and that the following Golden Gate Transit bus route #86 be allowed to commence along the route described below and .shown on Exhibit A, subject to the following conditions (regarding location of stops, "NS" indicates nearside of street, "FS" indicates far side of street): 1. Bus Route #86: N®RT~-IBOLTNI) BiTSES: Highway 101 North, right onto Lakeville Highway, right on Caulfield, right on S. McDowell Boulevard, left on Casa Grande Road, left on South Ely Boulevard, right on Old Redwood Highway. The bus stops are as follows: Lakeville Highway at Park and Ride lot Caulfield at FS St. Francis S. McDowell at FS Lombardi S. McDowell at NS Baywood S. McDowell at NS St. Francis Casa Grande at FS So. McDowell Casa Grande at FS Sartori Casa Grande at NS Ely Ely at FS Village East Ely at FS Meadowview Ely at NS Caulfield Ely at FS Estuary Ely at FS Clydesdale Ely at FS E. Washington Sonoma Mtn. Parkway at FS Rainier Circle Sonoma Mtn. Parkway across from Cygnus Bus then proceeds northbound to Corona Rd, and thereafter out of City limits. qa-ios ~- Reso. 92-109 NCS 2 SOUTHBOUND BUSES: From Penngrove, left on Old Redwood Highway, left on Ely Road, right on Casa Grande Road, right on Lakeville Highway to Highway 101 South. 'The bus stops are as follows: Sonoma Mtn. Parkway at FS Cygnus Sonoma Mtn. Parkway at FS Rainier Sonoma Mtn. Parkway at NS Clary Sonoma Mtn. Parkway at FS Chehalis Ely at NS E. Washington Ely at FS Gilrix Ely at NS Sutter Ely at FS Caulfield Ely at FS Capistrano Ely at FS Juliet Casa Grande at FS Ely Casa Grande mid block between Crinella and Henry Casa Grande at NS S. McDowell Casa Grande at NS Lakeville Highway Lakeville Highway at Park and Ride lot Bus then proceeds onto Highway 101 South to San Francisco. Conditions: 2. No additional bus stops shall be created without further application and review; stops are limited at this time to those shown in Exhibit A, with the exception that Golden Gate Transit may provide a northbound and southbound stop at both the Sonoma Mountain Parkway/proposed Santa Rosa JC, and Ely Road/Sonoma Mountain Parkway, and except as permitted in condition 7. 3. No buses/routes shall be added without further application or review; Golden Gate Transit shall be limited to the requested six (6) buses for the morning commute, six (6) buses for the afternoon commute. 4. To reduce the noise and emissions, dwell time (idling time) shall be limited to 3 minutes per stop, except as necessary to accommodate handicapped riders. Qa-log ~- Reso. 92-109 NCS 3 1 5. Hours of operation through the City shall be limited to 5:00 AM through 8:00 AM, 2 and 4:20 PM through 7:30 PM. 3 4 6. Golden Gate Transit shall provide bus stop signs and poles at all transit stops not 5 already marked. For any proposed stops that would be joint bus stops with 6 Petaluma Transit and/or Sonoma County Transit, the sign/pole design and 7 placement must be coordinated with Sonoma County Coordinating Committee, 8 subject to final approval by the City Transit Coordinator. 9 10 7. Additional stops are recommended (and are approved should Golden Gate Transit 11 decide to utilize them) for both northbound and southbound routes at Ely 12 Road/Sonoma Mountain Parkway, and Sonoma Mountain Parkway at future Santa 13 Rosa Junior College site, subject to staff review and approval. 14 15 8. Any future plans for bus shelters, turnouts shall be reviewed by SPARC. 16 17 18 ggt3a/jkt7 Under the power and authority conferred upon this Council by the Charter of said City.
