7 Designating the Sonoma County Transportation
8 Authority as the Sonoma County Program Manager
9 of the AB 434 Motor Vehicle Registration Fee for
10 Clean Air in the Bay Area

12 ~A/I~EREAS, the California State Legislature passed Assembly Bill No. 434
13 allowing the Bay Area Air Quality Management District (BAAQMD) to
14 impose a surcharge fee on motor vehicles registered within the Air District
15 in order to fund efficient transportation programs and projects that achieve
16 emission reductions from motor vehicles, pursuant to the California Clean
17 Air Act of 1988 and the Bay Area'91 Clean Air Plan; and,

19 VVIIEREAS, consistent with State legislation a county program manager
20 must be designated by resolutions adopted by the county board of
21 supervisors and the city councils of a majority of the cities representing a
22 majority of the population in the incorporated areas of Sonoma County
23 which are within the Bay Area Air Quality Management District
24 (BAAQMD); and,

26 VVFIEREAS, the Sonoma County Transportation Authority (SCTA) is a
27 country wide agency responsible for transportation planning and
28 programming in Sonoma County; and,

30 N®~N, TIIEREIF®RE BE IT RESOLVED, that the City Council of the
31 City of Petaluma does hereby designate the Sonoma County Transportation
32 Authority (SCTA) as the county program manager for administering
33 Sonoma County's AB 434 program in accordance with State legislation,
34
35 BE IT FUR'T~IER RES®LVED, that the Sonoma County Transportation
36 Authority (SCTA) shall distribute these funds on a population based share
37 to each eligible jurisdiction within Sonoma County so long as the projects
38 submitted by.each eligible jurisdiction shall be consistent with the

2 BE IT BUR'I'I-IER RESOLVED, that the Sonoma County Transportation
3 Authority (SCTA) shall develop further policies and procedures for the
4 distribution of these funds through consultation and coordination with the
5 jurisdictions within Sonoma County which are eligible to receive said funds
6 and the Bay Area Air Quality Management District (BAAQMD).
