HomeMy WebLinkAboutResolution 92-177 07/20/1992'-~ FZesolutiorl No. 92-1~7 NC.S. 1 of the City of Petaluma, California 2 3 RESOLUTION GRANTING ONE OUTSIDE WATER SERVICE FOR 4 FIRE SPRINKLER SYSTEM FOR THE WILMAR VOLUNTEER 5 FIRE DEPARTMENT FACILITY AT 3825 BODEGA AVENUE. 6 7 8 WHEREAS, the City of Petaluma adopted a policy regarding water service outside 9 the City limits and adopted Sphere of Influence; and, 10 WHEREAS, said policy does not specifically address water connection options for 11 public safety facilities beyond the Sphere of Influence; and, 1.2 WHEREAS, said policy provides for consideration. of certain requests by the City 13 Council; and, 14 WHEREAS, the Wilmar Volunteer Fire Department has requested a standby 15 connection for fire protection for a new fire facility at 3925 Bodega Avenue; and, 16 WHEREAS, the Director of Engineering and Planning Director have reviewed the 17 request and offered alternative recommendations to the City Council regarding the request 18 for fire sprinkler service at 3825 Bodega Avenue; and. 19 WHEREAS, on July 6, 1992 the City Council considered the request and heard all 20 written and oral testimony regarding same. 21 NOW THEREFORE, BE IT RESOLVED that one standby connection for fire 22 sprinkler service (no hydrant) shall be permitted at said address (3825 Bodega Avenue) for 23 the Wilmar Volunteer Fire Department, based on the following findings and subject to 24 conditions set forth below: 25 26 Findings: 27 2$ A. That no growth inducing impacts will result from this connection as policy is hereby determined to permit only standby fire sprinkler service for emergency/public safety uses (e.g.: police anal/or fire). C. That no adverse impact to existing or anticipated future domestic and/or fire flows needs will be experienced by this standby sprinkler system. Conditions: A. The existing agreement between the Federal government. and the City shall be modified to become a three party agreement to insure that there is no misunderstanding or further allocation to others or for uses by Wilmar not agreed to by the City Council and/or Federal government. B. The City shall have the opportunity, prior to provision of standby fire sprinkler service, to verify the capacity associated with the requested service to insure that there is no detrimental impacts upon the existing City water supply, piping and meter. The cost of said capacity study shall be paid for by the Wilmar Fire Department, subject to determination of the City Engineer. C. Any expansion or size increase of the existing City owned (Coast Guard) meter and associated back-flaw preventer, and all related construction, shall be the responsibility of the applicant, subject to review and approval of City staff. 2 92-177 N.C.S. . 1 D. A detector check valve and meter shall be installed at the connection to the 2 federal line, to insure that no tap is made to provide water other than for 3 standby fire sprinkling purposes for the Fire Department building. 4 5 E.
