Resolution No. 9:2-164 N.C.S.
of the City of Petaluma, California
RESOLUTION APPROVING AMENDMENTS TO THE
GENERAL PLAN LAND USE MAP
WHEREAS, the City received applications for three amendments to the General Plan
Land Use Map, as described below:
A. Lizak - to remove the "proposed park" symbol -from a 1.48 acre parcel behind
the Veteran's Memorial Building, at the corner of McNear Avenue and
Mission Drive, APN 008-471-36.
B. United Church of Christ - to change approximately 0.83 acres of the Church's
property, located at the corner of Mission and Middlefield Drives, from
"Public and Institutional" to "Urban Standard", APN 008-471-36.
C. Capri Creek -amend map to show existing creek alignment and 200 foot
wide open space corridor easterly of Ely Boulevard, APN 136-120-01 and
137-070-16; and
D. Dow Dermatologies - to change the land use designation of the property
located at 951 Petaluma Blvd. Soiuth from Public Institutional to
Thoroughfare Commercial; portion of APN. 008-530-07.
WHEREAS, these items were either exempt from CEQA (Capri Creek) or a mitigated
Negative Declaration was issued by the City Council; and
WHEREAS, the Planning Commission held duly noticed public hearings on these
amendments on March 24, April 28, and June 23, 1992, and considered all written and
verbal communications on these matters before rendering their recommendation for
approval to the City Council; and
WHEREAS, all reports and communications to the Planning Commission were forwarded
to the City Council; and
WHEREAS, the City Council held a public hearing on these amendments and considered
all written and verbal communications before rendering its decision;

NOW, THEREFORE, BE IT RESOLVED that the Petaluma City Council hereby
approves the three amendments subject to the following findings:
Finding for Lizak:
1. Per the minutes of the Recreation, Music and Parks Commission meeting of
October 16, 1991, the development of a park on this site is not recommended.
Findings for Lizak, United Church of Christ and Capri Creek:
1. The proposed amendment is deemed to be in the public interest.
2. The proposed General Plan Land Use Map amendment is consistent and
compatible with the rest of the General Plan and any implementation programs that
may be affected.
3. The potential impacts of the proposed amendment have been assessed and have
been determined not to be detrimental to the public health, safety, or welfare.
4. The proposed amendment has been processed in accordance with the applicable
provisions of the California Government Code and the California Environmental
Quality Act (CEQA).
Findings for Dow Dermatologies:
1. The proposed land use reclassification is consistent with the General Plan because
the proposed designation is consistent and compatible with the land uses of parcels
surrounding the project site.
2. The proposed General Plan Amendment is deemed to be in the public interest as
the reclassification will. allow a low intensity "clean" land use to be established at a
viable site.
3. The proposed impacts of the land use reclassification have been determined not to
be detrimental to the public health and safety or welfare because impacts resulting

1 from the change in use can be mitigated through the measures identified in the
2 initial study.

4 4. The proposed General Plan Amendment has been processed in accordance with the
5 applicable provisions of the California Government Code and the California
6 Environmental Quality Act (CEQA).
