HomeMy WebLinkAboutResolution 92-158 07/06/1992~~5®IUt101'1 NQ. 92-158 ~ ~.5. of the City of Petaluma, California RESOLUTION RESPONDING TO SONOMA COUNTY TRANSPORTATION COALITION 1992 TRANSPORTATION BALLOT MEASURE 1 WHEREAS, the Sonoma County Transportation Coalition is approaching each city in 2 Sonoma County requesting support for a ballot measure to advise the legislature to create a 3 two county transit district; and 4 5 WHEREAS, on June 15, 1992, the City Council discussed the Sonoma County 6 Transportation Coalition proposal; and 7 8 WHEREAS, the Council voiced several concerns regarding said proposal including: 9 10 1. The transportation plan would be developed by an appointed body including no 11 elected officials. 12 13 2. Highway transportation was not included as a component in this 14 "comprehensive" approach to transportation and land use planning. 15 16 3. The scope of land use planning authority was not sufficiently detailed. 17 18 4. The 1992 advisory vote was not necessarily required to commence the planning 19 activity if the two counties and/or counties and cities wish to collectively 20 proceed with such planning. 21 22 5. The Sonoma County Transportation Coalition proposal ignored the existence of 23 Sonoma County Transportation Authority which would be a more appropriate 24 body to conduct any planning effort for the people of Sonoma County. 25 26 6. Over $600,000 has already been spent on transportation planning for the two 27 county area and the Sonoma County Transportation Coalition proposal appears 28 not to acknowledge this work and incorporate it in future planning efforts. 29 30 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of 31 Petaluma hereby declines to support the Sonoma County Transportation Coalition. proposal for 32 a 1992 ballot measure and further urges that the Sonoma County Transportation Authority 33 assume the responsibility for responding to the Sonoma County Transportation Coalition 34 Proposal and retain responsibility for ongoing comprehensive transportation planning in any 35 two county arrangement which may be instituted. Under the power and authority conferred upon this Council by the Charter of said City.
